- Request for Information/Sources Sought July 30, 2010 RE: Request for Information/Sources Sought (NOTE: This is not for loan servicing or other services related to the operations at Federal Student Aid.) To Whom It May Concern: US Department of Education, Office of Federal Student Aid is seeking information on the cost and methods utilized by commercial firms or government entities to perform specific functions. These functions include the following: - Intake and process applications - Originate and disburse loans - Originate and disburse grants - Service loans - Discharge loans - Consolidate loans - Collect defaulted loans - Guaranty loans and oversee compliance with guaranty covenants - Perform fulfillment services, such as scanning or document storage, advertising the availability of the proceeding services to the public, and operating customer care centers This information will be used for internal benchmarking study and analysis and organizational planning. The government is seeking this information from any type of entity or organization that either executes similar functions and processes or represents or studies entities or organizations that do. The government is not looking for a company to gather, produce or compile the data. Additionally, the government is not looking for data from current vendors supplying these functions to Federal Student Aid unless such data pertains to the provisioning of those functions to customers other than Federal Student Aid. The government is interested in any academic research on the maturity and/or capability development of lending institutions including those in consumer credit market on efficiencies of their business processes. Please submit a narrative describing the data you have, whether it pertains to your organization or is from various entities, and whether you are interested in sharing or selling access to the data. If the data is from various entities, please state the number of entities and describe the various types of loans covered by the data. The narrative should not be more than 10 pages, single-spaced at 12-point font size. Deadline for submission is 2:00pm (EST) on Friday, August 6, 2010.
