Description
The Department of Health and Human Services/ Division of Acquisition Management intends to negotiate on a sole source basis (FAR 6.302) with CHD Research Associates, Inc. of 2300 Clarendon Blvd. #1400, Arlington, VA 22201 as the only responsible source that can provide the service to conduct analyses of OASIS and MDS data for the 2011 and 2012 National Healthcare Quality and Disparities Reports using analytic files derived from CMS source data files. This requirement is for a Base period of 12 months plus one Option Year. The reports address the health care needs of individuals with disabilities and who need chronic care by including measures of quality of nursing home care and home health care. Nursing home data come from CMS’s Nursing Home Minimum Data Set (MDS) while home health care data come from CMS’s Home Health Care Outcome and Assessment Information Set (OASIS). The services required are as follows : Contractor is expected to perform internal quality control by comparing each year’s estimates with previous year estimates and data published by CMS. Contractor shall conduct analyses of Nursing Home Compare long stay nursing home measures for CY 2009 Q3 and CY 2010 Q3: Bedfast Incontinent Catheter Pain Restraints Pressure sores, high risk Pressure sores, low risk Urinary tract infection Weight loss ADL decline Depression Mobility Influenza vaccination Pneumococcal vaccination Contractor shall conduct analyses of Nursing Home Compare short stay nursing home measures for CY 2009 and 2010. Pressure sores Pain Delirium Influenza vaccination Pneumococcal vaccination Contractor shall conduct analyses of Home Health Care. Compare home health care measures for CY2009 and CY 2010. Improvement in bathing Improvement in transferring Improvement in ambulation/locomotion Improvement in management of oral medications Improvement in pain interfering with activity Improvement in dyspnea Improvement in urinary incontinence Acute care hospitalization Urgent, unplanned medical care Stay at home after home health episode Wound healing after operation Unplanned medical care related to wound The contractor must at a minimum meet and/or possess the following: An understanding of Medicare claims and OASIS data and related administrative data utilized in construction of the Datalink files, including an understanding of how the claims and other data are generated (2000+ variables) and the types of anomalies that might be encountered. Experience in manipulating large-scale files of Medicare data and constructing analytic files for Medicare utilization, financing, quality and epidemiologic studies. Understanding of the Medicare home health prospective payment system, inpatient care payment systems, and OASIS assessment operations and reporting requirements. The ability to ensure the production of timely results. The ability to test deliverables to assure quality and accuracy, to recognize processing errors, and to correct errors in a timely manner. An understanding of and experience with different methods for assessing potentially preventable hospitalizations and factors associated with them. Access to the CMS Data Center mainframe computers because of the size of the Datalink files This acquisition is being conducted under simplified acquisition procedures. This is a Small Business set-aside. The intended procurement will be classified under North American Industry Classification System (NAICS) 541611 with a Small Business Size Standard of $7.0 Million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services. All capability statements received by closing of this notification of this synopsis will be considered by the Government. Each response should include the following Business Information: a. DUNS b.
