Description
It is the intent of the National Library of Medicine (NLM), to negotiate on a sole source with The Lewin Group, Inc., 3130 Fairview Park Drive, Suite 800, Falls Church, VA 22042-4517 to procure the services and expertise of The Lewin Group, Inc. to update and revise Health Technology Assessment (HTA) 101 and to develop and present two(2) 45-60 minute webinars relating to HTA 101 and health services research. This work is part of a continuing effort to provide useful training and educational resources for the health services research and health technology assessment communities and the information specialists who work with these groups. The 1993 National Institutes of Health (NIH) Revitalization Act created the National Information Center on Health Services Research and Health Care Technology (NICHSR) at the NLM to improve "...the collection, storage, analysis, retrieval, and dissemination of information on health services research, clinical practice guidelines, and on health care technology, including the assessment of such technology." The overall goals of the NICHSR are: to make the results of health services research, including practice guidelines and technology assessments, readily available to health practitioners, health care administrators, health policy makers, payers, and the information professionals who serve these groups; to improve access to data and information needed by the creators of health services research; and to contribute to the information infrastructure needed to foster patient record systems that can produce useful health services research data as a by-product of providing health care. In 1998 NLM contracted with The Lewin Group, Inc. to develop a web-based text on HTA to serve as a basic introduction to the field. HTA 101 quickly became one of the most useful and popular resources available from the NICHSR Web site. In 2004, NICHSR again contracted with The Lewin Group, Inc. to revise and update this original text and to emphasize and describe the major methods used in health technology assessment in this revision. Since that time, the popularity of HTA 101 has continued to grow, including requests to allow translation of HTA 101 into Italian and Spanish. Additionally, the recent passage of the landmark Patient Protection and Affordable Care Act (health care reform) legislation, has brought increased attention to and focus on health technology assessment, especially the development of new methods for HTA and health services research. For these reasons, the updating and revision of HTA 101 is required. NICHSR has identified The Lewin Group, Inc. as having the requisite experience, knowledge and skills to perform this work. The Lewin Group, Inc. conceived, developed and updated and revised HTA 101 in its current form; they annually teach a course based on HTA 101 at the Health Technology Assessment international (HTAi) conference, the only professional organization devoted exclusively to Health Technology Assessment; The Lewin Group, Inc. is well-recognized for their leadership in the field of health technology assessment and is often sought for their expertise by policy, research, industry, and consulting audiences. NICHSR has determined that the Lewin Group, Inc. is the only organization that can fulfill the requirements of this project in the shortest amount of time and at least cost to the government. All proposals received within fifteen (15) days from the date of publication of this synopsis will be considered by NLM. NLM Synopsis No. NLM-10-142-UHP. EMAILS AND FACSIMILES WILL NOT BE ACCEPTABLE.
