Description

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION FAR 6.303-2 Content. (a) Each justification shall contain sufficient facts and rationale to justify the use of the specific authority cited. As a minimum, each justification shall include the following information: 1.Identification of the agency, contracting activity, and specific identification of the document as a justification for other than full and open competition. VA North Texas Health Care System, Dallas, TX; this is a Justification for Other Than Full and Open Competition. 2.The nature and/or description of the action being approved. This item is an upgrade to existing Hill-Rom patient call system to contact nursing staff. The Hill-Rom Nurse Call System assists in providing standardization notification of nursing care staff with patients needing bed side assistance. System is a critical Infrastructure patient related communication equipment located at each patient's bedside. 3.A description of the supplies or services required to meet the agency's needs. (including the estimated value). This is a version 4.0 upgrade to the current Hill-Rom Nurse Call system that is in operation at the DVA Medical Center. Approximate estimated value is $ 232,920.52. 4.An identification of the statutory authority permitting other than full and open competition. FAR 6.302-1(a)(2) - Only one responsible source and no other supplies or services will satisfy Agency requirements. 5.A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority. The Hill-Rom Nurse Call System is compatible with all the Hill-Rom Total Care, Versacare, Century Plus, and Total Care Sport beds. The older call systems are not compatible with beds in use. The older system is beyond repair and without available parts. The upgrade to Nurse Call will allow staff and patient communication between CLC A, B, and C. Presently CLC-C will be without communication to the other patient care areas. This Nurse Call upgrade will eliminate this from happening. Upgrades are proprietary to Hill-Rom. 6. A description of efforts to ensure that offers were solicited from as many potential sources as is practicable. Include whether or not an FedBizOps announcement was made and what response, if any, was received, or include the exception under FAR 5.202 if not synopsizing. In accordance with VA policy and procedures (a) Sole Source J and A will be posted on the FBO. 7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable. Pricing represents commercial pricing offered to the public and includes a discount. Approximate value is $ 232,920.52 8. A description of the market research conducted and the results. Will post on FBO; received confirmation from vendor regarding proprietary upgrade. 9. Any other facts supporting the use of other than full and open competition. VANTHCS has upgraded 20 Hill-Rom Total Care Air beds to the Total Care Sport level, 20 Hill-rom VersaCare Air, and 20 VersaCare Temperdic Foams. All of these beds are compatible with the existing Hill-Rom Call system. This upgrade provided increased standard of care. This upgrade is a part of a one bed Enhancement Project. The existing Nurse Call system is Hill-Rom and must be upgraded by the Hill-Rom company. The Hill-Rom Nurse Call System is compatible with all the Hill-Rom Total Care, VersaCare, Century Plus, and Total Care Sport beds. The older call systems are not compatible with beds in use. The older system is beyond repair and without available parts. The upgrade to Nurse Call will allow staff and patient communication between CLC A,B, and C. Presently CLC-C will be without communication to the other patient care areas. This Nurse Call upgrade will eliminate this. Upgrades are proprietary to Hill-Rom. 10. A listing of any sources that expressed a written interest in the acquisition. Exceutone and ABC call systems expressed interest, but these systems were outdated, non-upgradeable, without replacement parts and were not compatible to the Hill-Rom beds in use. 11. A statement of any actions the agency may take to remove or overcome any barriers to competition, if subsequent acquisitions are anticipated. N/A Certification 12. Contracting Officer certification that the justification for other than full and open competition is certified accurate and complete to the best of the Contracting Officer's knowledge and belief.
