Description
We are looking for companies who are able to perform PLS-CADD as-built transmission line model creation and analysis from data provided by BPA from data acquired by LiDAR. A. Specifications •1. PLS-CADD as-built line modeling methods, procedures, settings, inputs, and workflows used for the purpose of vegetation analysis shall be communicated to BPA in writing prior to commencement of modeling efforts. The written communication shall address the expected accuracy of the model for vegetation analysis and any additional information the contractor will require from BPA to accomplish the vegetation analysis. 2. PLS-CADD version shall be compatible with the current version in use by BPA. •3. PLS-CADD as-built models shall contain BPA structure mile designation and BPA serial numbers. B. Deliverables •1. PLS-CADD as-built transmission line models shall be created and delivered in.BAK file format. These models will be used for vegetative threat mitigation analysis. •2. PLS-CADD Danger Tree Span Report shall be delivered. The report will include: •a. Name of Line. •b. Voltage of Line. •c. Value of clearance criteria used to determine encroaching vegetation. •d. Weather Case used in determining encroaching vegetation. •e. Cable Condition used in determining encroaching vegetation. •f. LiDAR data acquisition time date stamp. •g. Back Structure analyzed to include Structure Number and Serial Number. •h. Number of encroachments per span. •i. Number of spans with encroachments. •j. Total number of points analyzed. •k. Total number of encroachments per line. •3. Corridor exhibits for all spans in PDF format. The general purpose of these exhibits is to show, in plan view, the particular location of encroaching vegetation in each span. Exhibits shall: •a. Be created using ArcGIS using the template provided. •b. Be tabloid (11"X17"). •c. Be at a scale of 1"=100'. •d. List name of corridor. •e. List the Operating Name of the line(s) analyzed. •f. Depict the structure locations labeled with the correct structure mile number. •g. Clearly symbolize encroaching vegetation violation points. •h. Include the LiDAR data acquisition time date stamp. •i. Include corridor.mxd project. C. Schedule A typical release will contain approximately 800 circuit miles. In general, the following typical schedule shall be followed and adhered to: •1. Production of PLS-CADD as-built models and subsequent analysis of transmission line models shall begin immediately upon receipt of LiDAR data and delivery shall begin within two weeks after receipt of LiDAR data. Deliveries of PLS-CADD models and analysis shall occur each week and shall contain a minimum of 100 corridor miles per week. If a corridor or corridors contain more than 150 circuit miles, the number of corridor miles can be adjusted with consent and approval from the BPA COTR. Production of corridor exhibits shall begin four weeks after receipt of LiDAR data and delivery shall begin within five weeks after receipt of LiDAR data. •2. Production of corridor exhibits shall begin within four weeks after receipt of LiDAR data and deliveries of corridor exhibits shall occur each week and shall contain a minimum of 100 corridor miles per week. If a corridor or corridors contain more than 150 circuit miles, the number of corridor miles can be adjusted with consent and approval from the BPA COTR.
