- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: <PRESOL> CLASSIFICATION CODE: 66 - Laboratory Equipment and Supplies SUBJECT: Frontier Technology Corporation Frontier Model 10S SOLICITATION NUMBER: NB846030-A-06842 RESPONSE DATE: August 12, 2010 CONTACT POINTS: Chris Ganey, Contract Specialist, 301-975-6205 Andrea Parekh, Contracting Officer, 301-975-6984 DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Frontier Technology Corporation of Xenia, Ohio for the purchase of a Frontier Model 10S under other than full and open competition by the authority of FAR subpart 13.106 -1(b)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. A sole source determination is based on the following: Only Frontier Technology Corporation can meet our technical requirements above. Specifically no other vendor can meet the NIST requirements for: For comparison with a working standard of this design. The working standard has been compared to the National Neutron Emission Standard NBS-I in the large NIST manganese Bath. Switching to a different design would require purchase of a new mid-level working standard of that different design and having it compared to NBS-I or else making Monte-Carlo (numerical simulations) of the systematic corrections for high-energy and low-energy neutron absorption is sources of different design. The neutron sources must fit into a standard 1 cm thick cylindrical steel shell as specified in ANSI Standard N42.35, and as is currently in use among Homeland Security testing laboratories. Any other design would require adaptation to fit tightly within the standard steel shell or adaptation of the standard steel shell that several different Homeland Security testing laboratories are currently using. Frontier Model 10S meets these requirements and enables NIST to meet its delivery requirements. Frontier is the sole manufacturer and distributor of this product. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed by September 1, 2010. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on August 12, 2010. Inquiries will only be accepted via email to Christopher.ganey@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
