Description
Next Generation Tactical Handheld Digital Devices (THDD) The U.S. Army Corp of Engineers, Army Geospatial Center (AGC) is a lead organization responsible for purchasing modified commercial-off-the-shelf systems that provide Situational Awareness and communications down to the soldier/squad leader level for The U.S. Army Special Programs Office at Alexandria, VA. The systems will support war time efforts for U.S. Troops in combat providing actionable intelligence to the war-fighter in a coalition environment. The purpose of this Request for Information (RFI) is to determine if there are sources capable of satisfying the government's requirements. No proposals are being requested or accepted under this RFI. Feedback addressing the clarity, feasibility, scope, and potential alternative means of meeting the government's requirement is sought. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The small business size standard is 750 employees. Your response should identify your business size (large or small) in relation to this NAICS Code. Contractor personnel will require DoD security clearances at least at the SECRET level for key personnel. Handling of material up to a SECRET is required. SECRET Facility Clearance is required. Storage Clearances of at least the SECRET level are required. The governments requirement is for a capability that gives our Soldiers Situational Awareness (SA) and inter-operative Voice over Internet Protocol (VoIP) communications from Brigade to Squad. The tactical handheld digital devices and supporting equipment, such as hardware and software necessary to interface with external sensors feeds (e.g. live feeds), communications nodes, installation hardware and the subsequent upgrades/enhancements shall satisfy the need for SA of dismounted soldiers operating in a widely dispersed and diverse Area of Responsibility (AOR). The Threshold is 2KM and the objective is 5KM Line of Site (LOS) and a Beyond Line of Site (BLOS) capability for greater distances. The government is seeking to find commercial-off-the-shelf (COTS) Handheld Digital Devices and vehicle mounted components, ancillary equipment to satisfy this requirement. The governments minimum performance specifications are as follows: (1) System must provide Friendly and Enemy Situational Awareness (SA), of both mounted and dismounted elements, to the dismounted element leader with a very small, lightweight, hand-held display. The system must integrate with minimum adaptation, and no degradation, to existing Army Battle Command (ABC) systems, vehicles, and TOCs. The system must be interoperable with Force XXI Battle Command Brigade and Below (FBCB2). (2) System will send and receive tactical chat, email (assured delivery), standard pre-formatted combat messages, and simple combat graphics. It will also populate the location of dismounted friendly forces down to all echelons. System must populate location of dismounted teams and squads on Enhanced Position Locating Reporting System (EPLRS) based FBCB2 within a 2000m radius at a minimum (3) System must be available within 90 days from receipt of order. (4) System must be able to function in an Electronic Countermeasures (ECM) environment that includes the systems of the coalition forces. (5) The system must provide video Intelligence Surveillance and Reconnaissance (ISR) capability to the dismounted element. (6) The Mobile Base Station must provide the ability to display the Dismounted Soldier on the move and stationary, allowing dismounted soldiers/elements to be viewed at the local level. This station must mount/integrate in a Stryker and HMMWV and must also be capable of mounted configuration or dismounted configuration for placement in a Tactical Operations Center (TOC) or Command Post (CP). (7) The devices must be capable of Type 1 certification within 60 days of contract award. Interested Sources are to submit detailed specifications that support each of the performance requirements indicated above. Product literature in response to this RFI is acceptable as long as each of the minimum performance requirements are clearly identified in the response. ASPO will not pay for information or comments provided and will not recognize any costs associated with submission of comments. RESPONSES ARE DUE NO LATER THAN August 13, 2010, 10:00 AM.
