The current frameworks (the Digital Simulation Architecture [DSA] and the Single Stimulation Framework [SSF]) integrate models from each of the BMDS program elements into a system that accurately represents the performance of fielded BMDS equipment against a variety of threats in realistic environments. The desired framework, hereafter called Objective Simulation Framework (OSF), will leverage existing or mature capabilities, develop common interfaces, or propose a combination of both, to join digital and hardware-in-the-loop (HWIL) representations into a modular, scalable, reconfigurable, and compose-able system. Contractors are encouraged to submit comments/questions regarding all of the documents provided herein. The closing date for receipt of comments/questions is 23 August 2010. For further information regarding this DRFP, reference the attached OSF Contracting Officer Summary Letter located in the Files Section herein. MDA will conduct Industry Days 9-13 August 2010 at Building 5222, Martin Road, Von Braun II, in Redstone Arsenal, AL to discuss the OSF DRFP in order to enhance the Government solicitation documents and Contractor proposal preparations/submittals. To attend the Industry Days, interested Contractors must register via an email entitled “OSF DRFP Industry Days” sent to OSFCompetition@mda.mil using the OSF Industry Day 2 Registration Form found in the Files Section located herein not later than 4 August 2010. Attendance is limited to three (3) representatives per Contractor. A Plenary Session will be held from 1300-1730 on 9 August 2010 with Contractors offered the opportunity to schedule a one-on-one meeting with the Government from 10-13 August 2010. Requests for one-on-one meetings must be submitted with your registration forms. Scheduling dates and times of the one-on-ones will be at the Government's discretion. Additional instructions, registration requirements and site location directions are provided in the the Files Section herein. Please be aware that Visitor Authorization Requests (VARs) are required to attend the Industry Days since Von Braun II is a classified facility. VARs must be received by 4 August 2010. Contractors desiring responses to specific questions/comments at the Industry Days must submit their questions/comments no later than 4 August 2010 to OSFCompetition@mda.mil. The Government does not intend to limit either the number or types of teaming arrangements entered into by potential offerors, i.e., any given contractor can propose as a prime contractor and/or participate as a subcontractor on one or more other proposing teams. Further, the Government does not intend to impose any restrictions on team membership after award, except as may be necessary to prevent organizational conflicts of interest. Release of this DRFP is NOT a commitment by the Government to award a contract and the Government will NOT pay any costs incurred as a result of this release.
