Description

The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-10-IB-0146 for the following: The contractor shall provide all professional services, labor, equipment, material and supervision necessary to repair and paint the interiors for the lodge at the Long Island National Cemetery located at 2040 Wellwood Avenue, Farmingdale, New York. Work shall also include locating and repairing the active leak at the chimney wall. All work shall be performed in accordance with the solicitation's terms, conditions, and scope of work. COST MAGNITUDE: The magnitude of this project is between $25,000 and $100,000. TECHNICAL REQUIREMENTS: The lodge located at the Long Island National Cemetery is an historical building. Contractors shall meet the Professional Qualifications for appropriate skills (masonry, historic architects, etc.) per Sec. 112, National Historic Preservation Act of 1966 as amended (16 U.S.C. 470). This shall include The Secretary of the Interior's Proposed Historic Preservation Professional Qualification Standards for "Conservation." The proposed treatment shall meet The Secretary of the Interior's Standards for the Treatment of Historic Properties, 36 CFR Part 68. The proposed treatment shall meet the requirements of VA Handbook 7545 Cultural Resources. Note: The only justification for specialty colors or finishes is in the preservation of any Historical Aesthetic qualities of the lodge, which will be reviewed as part of the submission process. CONTRACT DURATION:Work shall be completed within 60 calendar days from start to finish after the Notice To Proceed has been issued. NAICS CODE: 238320SMALL BUSINESS SIZE STANDARD: $14.0M METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 14 to a responsive, responsible service-disabled veteran-owned small business responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Invitation for Bid (IFB) details and specifications may be accessed ONLY via FedBizOpps at www.fbo.gov. No telephone requests will be accepted. The solicitation will be available as stated above, on or about the close of business, Wednesday, August 11, 2010. SOLICITATION AMENDMENTS:Amendments to the solicitation will be uploaded to www.fbo.gov. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed. SITE VISIT: A site visit is scheduled for 10:00 a.m., E.T. on Wednesday, August 25, 2010 at the Lodge located at the Long Island National Cemetery. It is recommended but not mandatory for interested bidders to attend the site visit. The Government will not conduct separate or individual site visits for late arrivals or non-attendees. SUBMITTING BIDS: When submitting bids to the Department of Veterans Affairs, National Cemetery Administration, Construction Support Division (41D3B), 810 Vermont Avenue, NW, Washington, DC 20420 it is highly recommended that an overnight service is utilized. There are unusual long delays associated with the delivery of US Postal Service first class and/or priority mail to Government offices located in Washington, DC. The Government will not consider untimely bids delivered and received after the solicitation's response date and time. Bids are due by 3:00 p.m., E.T. on Wednesday, September 8, 2010 unless the Government issues an amendment to change the due date.
