- Updated Statement of Work The Operational Contracting Division at Wright-Patterson AFB has a requirement for the Skywrighter base newspaper. We are requesting proposals from publishers desiring to compete for a two-year contract with renewal options of one year for up to a total of six years to publish the Skywrighter, for a period of performance beginning with the 01 October 2010 issue. Ensure your proposal addresses the requirements in the Statement of Work and your ability to meet the selection criteria in the award evaluation. Publishers should ensure they sign their proposals on the last page of the statement of work, as the Government may award a contract on the basis of the initial offers received without discussions. Please direct any questions concerning this Request for Proposal to Daniel Enders at (937) 522-4625 or daniel.enders@wpafb.af.mil. 28 July 2010 - Paragraph 5.a. of the Statement of work has been updated. Please see the updated Statement of Work. The changes have been shown in bold. The Skywrighter will be produced on Thursday of each week and delivered on Friday. The paper will not be printed for the two weeks closest to Dec. 25 and Jan. 1 for a total of 50 issues per year. The publisher will print up to 35,000 copies of the Skywrighter with the exact number of issues printed per week agreed upon by the publisher and the Public Affairs Office based on usage. The publisher shall distribute a minimum of 50 copies of the Skywrighter no later than 3 p.m. weekly to the Springfield Air National Guard Base. The Air National Guard is located next to the Springfield-Beckley Municipal Airport in Clark County, south of the city of Springfield, Ohio. The contracting officer may change the number of copies to be furnished when necessitated by significant increases or decreases of military and civilian personnel at Wright-Patterson Air Force Base. In the event of inclement weather, revisions in publication dates and time will be mutually agreed upon by the contracting officer or designated representative and the publisher. The deadline for solicitation FA8601-10-R-0067 is hereby updated from 29 July 2010 to No Later than 3:00 PM EST on Tuesday, 3 August 2010.
