Description
RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR PART 13 & 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation and a separate written solicitation will not be issued. The solicitation number is 10-233-SOL-00293 and is issued as a Request for Quotation (RFQ). This acquisition is being conducted as a competitive total small business set aside requirement. The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005- 43 (July 23, 2010). The North American Industry Classification (NIACS) Code is 541611, and the business side standard is $7.0 Million. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Division of Acquisition Management (DAM), for the Administration on Aging (AoA) has a requirement for two senior grants management liaisons – multiple awards may be made. Background: The older Americans Act (OAA) of 1965, as amended and reauthorized in 2006, established a range of programs that provide services and opportunities for older Americans, particularly those at rick of losing their independence. The OAA also established the AoA, headed by an Assistant Secretary for Aging appointed by the President. The AoA administers a number of programs at the federal level, which help a diverse and growing number of vulnerable older persons maintain their independence and remain in their own homes and communities for as long as possible. Some of the programs offer opportunities for older Americans to improve their health. Others offer the opportunities for older Americans to improve their health. Offers offer the opportunity to actively participate in the lives of their families, communities and country though volunteer and employment programs. AoA is the official Federal Agency dedicated to policy and program development, planning and the delivery of supportive home and community based services to older persons and their caregivers. AoA works in partnership with its nationwide Aging Network of 56 State Unities on Aging; 655 Area Agencies on Aging (AAA); 255 federally recognized tribal organizations and two Native Hawaiian tribes and thousands of service providers. These organizations plan, coordinate, and develop community-level systems of services that meet the unique needs of individual older persons and their caregivers. The AOA collaborates with federal agencies, Congress, national aging organizations, the business community and the media to ensure that, whenever possible, their programs and resources are targeted to older persons most in need and are closely coordinated with those in the aging network. Contractor must have the following Qualifications: •Experience in grant administration at the Federal and business sector level. It is essential that the contractor be knowledgeable in Aging programs and services and understand HHS grants policies and procedures. •Experience in providing technical advice and assistance to program staff and to administer and execute the AoA grant programs. •Specific knowledge of AOA’s goals and objectives to effectively evaluate program plans, strategies, etc., that cover a broad spectrum of activities. •Specific skills in forecasting future obligations required for planning grants to ensure effective utilization of funds and compliance with applicable administrative and fiscal policies. •Prior history with AoA projects that is valuable in expedient processing of new and continuing grants •Certified at or above level III Grants Management Specialist. Sampling of tasks : 1.Provide Technical assistance to grantees on AoA program legislation and statutory requirements, grant management objectives, and policies and procedures to be followed during the term of the grant. 2.Maintains close coordination with program officials to ensure that all required actions are executed by grantee and the Government in a timely manner both prior to and after award. Resolve problems of grant obligations and determining actions to be taken to ensure compliance with grant terms and conditions. 3.Advises and assists the program staff in the development, implementation and evaluation of program plans, strategies, regulations, announcements, guidelines, and procedures pertaining to those grant programs. This includes attending grant application review panel meetings in an advisory capacity. 4.Ensures the effective utilization of funds by analyzing total and individual commitments by forecasting future obligations and resolves audit findings as necessary. Evaluating grantee budget requests and justifications, the availability of resources and facilities of the applicant and the techniques employed by the applicant in dealing with the stewardship of funds entrusted to it by AoA. This involves evaluating the reliability of costs covering such items as personal services, equipment, alterations and renovations, travel, client services and other special costs. 5.Provide grantees and program staff with specific technical assistance including the interpretation of application of grant laws, regulations, policies, and procedures. 6.Ensure that all grant applications comply with applicable administrative and fiscal policies, are supported by adequate explanations of any deviations from Departmental policy and are categorized properly so that direct, indirect or administrative costs can be computed correctly. 7.Receives reviews and approves all required AoA performance, financial status reports and other reports required by the terms and conditions of the grant and exercises responsibility for ensuring that such reports are properly processed. 8.Screen all new applications assigned for compliance. 9.Perform technical review and analysis on 85% of all approved applications Deliverables: The following deliverables are continuous throughout the contract. 1. Monthly reports of grant reviewed and awarded; 2. Review and approve financial reports and follow up with Program officers to obtain progress report monitoring statements. Site: The work under this purchase order will be performed at the Headquarters of the Administration on Aging in Washington, DC. Local travel, e.g., to the other HHS sites in support of discussions of coordination issues with other operating Divisions of the Department may be required. Facilities/Equipment: The Administration on Aging will provide office facilities and information technology equipment for the contractor to perform assignments on site at the AoA headquarters in Washington, DC. Travel: With the exception of local travel in the metropolitan area as defined above, no other travel is anticipated or required. Period of Performance: The period of performance is from August 23, 2010 through October 29, 2010. The contractor will work up to five days per week on site at AoA. At the discretion of the Director, Grants Management Office, the exact number and sequence of days in a week may vary due to volume of grants to be executed. Evaluation of Contractor’s Proposal: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offerors are cautioned that award may be made without discussions. The following factors shall be used to evaluate offerors. The first 3 criteria are listed in descending order of importance: •Understanding of the Requirement and Technical Approach •Education and Experience •Past Performance •Cost/Price a. Understanding of the Requirement and Technical Approach. Degree of understanding of the methodological issues involved in and thoroughness and soundness of respondent's general approach to the statement of work. This includes: •Understanding of grants administration at the Federal and business sector level. •Understanding of the Aging programs and their services. •Understandings of the Department of Health and Human Services grant regulations, policies, and procedures. •Understanding of the Oder Americans Act (OAA). b. Qualifications, Education and Experience. •The Senior Grants Management Liaison contractor shall demonstrate that they possesses the special capabilities and experience required to meet all aspects of the proposal. 1.The contractor shall have specific skills in forecasting future obligations required for planning grants to ensure effective utilization of funds and compliance with applicable administrative and fiscal policies. 2.The contractor shall have knowledge of AoA programs that is valuable in expedient processing of new and continuing grants. 3.The contractor shall have experience in providing technical advice and assistance to program staff and senior management in order to administer and execute the AoA grant programs. 4.The contractor shall have knowledge of AoA’s goals and objectives to effectively evaluate and execute program plans, strategies, etc., that covers a broad spectrum of activities. 5.The contractor shall be certified at or above level III Grants Management Specialist. c. Past Performance. Assessment of the contractor's past performance of similar or related work shall be one means of evaluating the credibility of the contractor's proposal, and relative capability to meet performance requirements. Information utilized shall be obtained from the Contractor’s past performance references submitted as Attachments. Evaluations of past performance shall be subjective based on consideration of all relevant facts and circumstances. It shall include a determination of the offeror's commitment to customer satisfaction and shall include conclusions of informed judgment. The basis for conclusions of judgment shall be documented. d. Cost/Price Evaluation. The Government intends to acquire the maximum of quality and performance at the best value to the Government. The Government intends to evaluate the realism of the contractor's proposed price to ensure that the contract price reasonably represents the value of the requirements. Cost/Price proposals will be evaluated separately from the technical proposals. The price analysis will include an evaluation of each proposal for completeness, accuracy, cost realism, and reasonableness of the proposed prices. Evaluation Factors for Award: Assigned Weights to Technical and Cost Proposals The weighting assigned to the technical proposal is 100 points. General Guidelines Award will be made to the responsible offeror whose offer, conforming to this solicitation, is determined to be in the best interest of the Government, price and other factors considered. An offeror’s proposal may not be considered when proposed cost is unreasonably high or unrealistically low. Since the technical criteria are considered of greatest importance, the Government reserves the right to award a contract to other than the low offeror. Criteria Weighting The Government will assess each offeror’s technical proposal for the technical approach and corporate experience. Technical Evaluation Criteria: A description of the evaluation criteria is provided below. As reflected in the points assigned, the elements and sub-elements are of equal importance. The total possible point score for technical criteria will be 100 points. 1.Technical Approach - (30 points) A. Management of work process is adequately addressed B.Understanding of the problem C.Complex, technical material is presented in clear, concise, and easily understandable terms. 2.Education & Experience - Contractor Assigned to the Task Order - (35 points) A.Senior grants specialist. B.Qualifications/experience of technical experts is adequate for the task C.Certified at or above level III Grants Management Specialist. 3.Past Performance - Knowledge and Experience of Contractor - (15 points) A.Specific skills required B.Specific experience demonstrated C.Similar or related projects 4.Cost - (20 points) Proposals are due August 9, 2010 by 11:00am Eastern Standard Time. The award will be made based upon the requirements specified in this combined/synopsis, and to the offeror providing the best value in meeting the Government's requirements. The offerors must provide documentation in support of the specified requirements. The Government intends to evaluate offerors and may award a contract without discussions with Offerors. Therefore, the initial offer should contain the offerors best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary. The Government may reject any or all offers, waive informalities and minor irregularities in offers received. As stated in FAR Clause 52.212-2 (a), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. 3) FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. The offerors proposal must include in their hourly rate, the prompt payment discount terms, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award from the NHLBI contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov and ORCA https://orca.bpn.gov/. All responsible sources may submit a proposal which if timely received shall be considered by the agency.
