- NASA/SSC has a requirement for Research and Development Services from the LouisianaBoard of Regents under an IDIQ contract. The the authority of FAR 6.302-3 and 10 U.S.C.2304 (c)(3), Industrial Mobilization, Engineering, Developmental, or Research Capability;or Expert Services applies to this procurement. A Justification for Other Than Full andOpen Competition shall be approved and included in the official file.NASA/SSC intends to purchase the services from the Louisiana Board of Regents which willserve as the liasion to NASA in performance of the effort. The statement of work isprovided below:STATEMENT OF WORKLOUISIANA BOARD OF REGENTS (LABoR)Section 1. IntroductionThe work to be performed under contract shall consist of furnishing all labor, equipment,materials, and supplies necessary to (1) provide management of the tasks of thisLouisiana Board of Regents (formerly Louisiana Research Consortium) contract, and (2)such requirements that may be subsequently set forth on research and development TaskOrders.The contractor shall provide engineering and scientific research to NASA at the John C.Stennis Space Center (SSC) other NASA centers, the tenant agencies at SSC, and othergovernment agencies in areas such as acoustics, image analysis, geographic informationsystems, computational fluid dynamics, polymers and ceramics, electron microscopy,microelectronics, micro-electro-mechanical systems (MEMS), magneto-hydrodynamics,diagnostic instrumentation, advanced signal processing, emerging technologies incommunications, computational sciences and computer architecture, knowledge systems,finite element analysis including thermal stresses, fluid-solid interactions, advancedprocess control theory, workforce development, and other computational, scientific, andengineering areas associated with the technical and educational missions of NASA and theagencies eligible to engage in this contract mechanism.Section 2. Administering Institution(s)The contract will be administered by the Louisiana Board of Regents (LABoR) which willserve as the liaison to NASA in the performance of this contract. The LABoR will beresponsible for:1) Receiving Statements of Work (SOW) from the NASA/SSC Office of Procurement.2) Timely distribution of the SOW to LRC Institutions Offices of Sponsored Research withinstructions on the procedure and required schedule for submitting proposals.3) Providing documentation to NASA/SSC supporting SOW distribution to all LRCInstitutions Offices of Sponsored Research. Documentation supporting a negativeresponse from non-participating LRC Institutions is required.4) Providing all submitted proposals to NASA/SSC in a timely manner for SSC technicalmonitor review.5) Providing administrative oversight to the LRC institution selected by NASA/SSC toconduct research under each task order.6) Performing general oversight and administrative functions.7) Providing monthly invoices to NASA/SSC.8) Ensuring accountability and networking among LRC institutions.9) Providing status reports on schedule and cost.10)Provide annual reports on the activities on the LRC at SSC.11)Provide a final report and project close out.Section 3. Evaluation CriteriaListed below are the criteria that will be used to evaluate the LABoR proposal toadminister the contract in Louisiana:a) Background on the LABoR with a summary of relevant capabilities of its memberinstitutions.b) Management plan for the administration of this contract.c) Costs of contract administration.d) Past performance of LABoR on similar contracts.e) Qualifications of management personnel.Section 4. Contract TypeThe Government intends to award a five (5) year Indefinite Delivery / Indefinite Quantity(IDIQ) contract. The minimum estimated quantity is $1,000 and the maximum quantity is$2,500,000 for the five-year period.Section 5. Examples of Required ResearchDevelopment and/or improvement of models and data collection for the forecasting ofsurface winds, air temperature, and atmospheric pressure. Review and analysis of the economic impact of SSC on its local area.Research and development into methods of uncertainty analysis applicable to rocket enginetesting.Research and development into computational fluid dynamics applicable to rocket enginetesting.Research and development into modeling and simulation methods for rocket engine testfacilities.Research into the use of aerial imagery to support coastal ecosystem studies.Mathematical research in support of atmospheric and oceanographic modeling andprediction.Research and development of instruments and sensors for use in rocket engine testing andenvironmental monitoring during testing.Review and analysis of strategic program requirements, including trend analysis, programtrades and development, and long range implementation planning.Research and development in advanced signal processing.Research and development into communications technologies such as integrated wirelesssystems for facilities and test data collection.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:00 p.m. local timeon August 11, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed. See NASA Specific Note 'B'.
