- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx.FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division has a requirement for the repair of the Manportable Surveillance and Target Acquisition Radar (MSTAR) for the Ground Based Operational Surveillance System to include labor, material, and equipment necessary to return the item to a serviceable condition in accordance with Statement of Work dated 3/30/10 as follows: CLIN 0001: Evaluation MEA; CLIN 0002: Evaluation AHA; For CLIN 0001 and CLIN 0002, the total combined minimum quantity is 1 and the total combined maximum quantity not to exceed 540. CLIN 0003: Category 1, Minor Repair MEA; CLIN 0004: Category 1, Minor Repair AHA; CLIN 0005: Category 2, Standard Repair MEA; CLIN 0006: Category 2, Standard Repair AHA; CLIN 0007: Category 3, Non-Standard repair MEA, contractor to provide an evaluation per CDRL A013 and a proposal to repair; CLIN 0008: Category 3, Non-Standard repair AHA, contractor to provide an evaluation per CDRL A013 and a proposal to repair; Total of CLIN 0003 through CLIN 0008 total combined minimum quantity is 1 and the total combined maximum quantity not to exceed 540. CLIN 0009: Informational Data IAW Contract Data Requirements List, DD1423-1, Exhibit A, A002 - A006; CLIN 0010: Technical Data IAW Contract Data Requirements List, DD1423-1, Exhibit A, A001, A007 - A015. Delivery will be FOB Destination, SAIC Crane Operations - Bedford, Indiana. This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1), One Source or Limited Sources. An offer will be solicited from DRS Technologies, 201 Evans Lane, St. Louis, MO 63121. DRS Technologies is the original equipment manufacturer (OEM) of the MSTAR radars used on the existing fielded systems. The anticipated 5-year Indefinite Delivery Indefinite Quantity, Firm Fixed Price Contract is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2). It has been determined that the Government requirement for this product can only be met by one manufacturer due to the contractor's unique knowledge and proprietary design as the Original Equipment Manufacturer. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will be available for download on or about 13 August 2010. Closing date will be on or about 13 September 2010. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. All responsible sources may submit a proposal which shall be considered. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of offerors to download the RFP and to submit offers to the POC at NSWC Crane to be considered.
