- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6-streamlined procedures for evaluation and solicitation for commercial items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This is a solicitation of Purchase Request F1W0ED0119A001 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-42. The associated North American Industrial Classification System (NAICS) code for this procurement is 453920 with a small business size standard of $7,000,000.00 dollars. This acquisition is set aside for small businesses. All responsible Contractors shall provide a quote for the following: Line Item 0001: The PME Center would like to commission an artist to create metal artwork for the brand new Elmendorf AFB Professional Military Education Center, building 6167. The requested work will consist of the following items and services: a. Sheets of metal cut and shaped to depict "The Sleeping Lady" mountain, a sun, and an aerial depiction of the military's "missing man" formation utilizing fighter jet airframes. (1) The mountain, sun and aircraft formation will be individual pieces that together create and contribute to a single vision of aircraft flying over the mountain with the sun in the background. The Sun would be approximately 2 - 3ft in diameter, the mountain approximately 4 - 5ft wide and of proportionate height based on view of mountain, the four individual aircraft approximately 12 - 18" long. (Sizes are estimates and only serve to identify the scope of size desired, with final dimensions being agreed upon after award and vendor analysis of wall size and view of wall). b. Sheets of metal cut and shaped to depict a Bald Eagle swooping downward with exposed talons. Below the eagle a mountainscape depicting the Chugach mountain range next to Anchorage, Alaska. (1) The eagle will be independent of the mountain range below. The mountain range should be crafted with more than one sheet of metal overlaying as to create the view of depth as several different peaks make up the Chugach mountains. The mountains should be approximately 4 - 5ft wide and the eagle approximately 2 - 3ft wide. c. Sheets of metal cut and shaped to the image of the official United States Air Force symbol. (1) Apply strips/pieces of metal to draw out the image of the star, diamonds and stripes to have a multidimensional appearance. 5' wide at its widest point, yet maintain the proper sizing ratio. d. The art piece is all metal. The artist would use tools, grinders, chemicals, and/or stains to alter the color and physical appearance of the metal and create the appearance of snowy peaks, ridges, terrain and defining lines of the objects. Brackets to wall-hang the artwork should be welded to the art pieces and match by color/alterations the pieces of artwork it is attached to. Brackets should not extend the surface of the artwork more than 3" from the wall and be capable to mounting to drywall and/or metal studs. All associated metalwork to be professionally hung in building's walls adjacent to Heritage Hall and DV room as coordinated with the PME staff. Contractor will be evaluated with thumb sketch of proposed ideas and also be required to provide portfolio examples that show artist's ability and/or reputation of work. End products quality needs to be an aesthetical and conducive with a professional military environment. Shipping and Delivery: Shipping costs shall be included in proposal price. Place of delivery for acceptance and FOB point will be (Professional Military Education Building), 3rd WG Bldg 6167 Doolittle Ave, Elmendorf AFB, AK 99506, POC: TSgt Vincent Bolden (907) 552-7078. Must be delivered and installed/wall mounted by contractor no later than 19 September, 2010.
