Description
The Federal Bureau of Prisons, Privatized Corrections Contracting, Office, Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient Substance Abuse and Mental Health Services. Services must be within 5 miles radius, of Dismas Charities of Orlando RRC located at 6860 Edgewater Commerce Pkwy, Orlando, Fl 32801. The location of the services should be accessible to local Public Transportation(if available). Performance periods under this contract will be for a one-year base period to begin on October 1, 2010 with four (4) one-year option renewal periods with service ending (if all options are renewed) on September 30, 2015. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three, and Option Year Four respectively. The Following services are required and may be sub-contracted to another licensed contractor. The requirements for Transitional Drug Abuse Treatment and Mental Health Services for male and female Federal offenders includes: Base Year: Estimated number of inmates = 54 Intake Assessments (one per inmate) for 54 inmates = 54 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 48 units (per inmate) x 54 = 2,592 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 54 = 3,888 units Family Counseling Sessions (30 minutes = 1 unit) 20 units (per inmate) x 6 = 120 units Psychiatric Evaluation & Report = 1 report per inmate x 12 inmates = 12 reports Mental Health Intake Assessment and Report (one per inmate) for 12 inmates = 12 units Individual Mental Health Counseling (30 minutes =1 unit) 48 units per inmate for 12 inmates = 576 units Medication Monitoring (12 units per inmate) for 12 inmates = 144 monitoring units Option Year One: Estimated number of inmates = 59 Intake Assessments (one per inmate) for 59 inmates = 59 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 48 units (per inmate) x 59 = 2,832 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 59 = 4,248 units Family Counseling Sessions (30 minutes = 1 unit) 20 units (per inmate) x 7 = 140 units Psychiatric Evaluation & Report = 1 report per inmate x 16 inmates = 16 reports Mental Health Intake Assessment and Report (one per inmate) for 16 inmates = 16 units Individual Mental Health Counseling (30 minutes =1 unit) 48 units per inmate for 16 inmates = 768 units Medication Monitoring (12 units per inmate) for 16 inmates = 192 monitoring units Option Year Two: Estimated number of inmates = 65 Intake Assessments (one per inmate) for 65 inmates = 65 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 48 units (per inmate) x 65 = 3,120 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 65 = 4,680 units Family Counseling Sessions (30 minutes = 1 unit) 20 units (per inmate) x 9 = 180 units Psychiatric Evaluation & Report = 1 report per inmate x 20 inmates = 20 reports Mental Health Intake Assessment and Report (one per inmate) for 20 inmates = 20 units Individual Mental Health Counseling (30 minutes =1 unit) 48 units per inmate for 20 inmates = 960 units Medication Monitoring (12 units per inmate) for 20 inmates = 240 monitoring units Option Year Three: Estimated number of inmates = 72 Intake Assessments (one per inmate) for 72 inmates = 72 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 48 units (per inmate) x 72 = 3,456 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 72 = 5,184 units Family Counseling Sessions (30 minutes = 1 unit) 20 units (per inmate) x 10 = 200 units Psychiatric Evaluation & Report = 1 report per inmate x 20 inmates = 20 reports Mental Health Intake Assessment and Report (one per inmate) for 20 inmates = 20 units Individual Mental Health Counseling (30 minutes =1 unit) 48 units per inmate for 20 inmates = 960 units Medication Monitoring (12 units per inmate) for 20 inmates = 240 monitoring units Option Year Four: Estimated number of inmates = 80 Intake Assessments (one per inmate) for 80 inmates = 80 assessments Individual Counseling Sessions ( 30 minutes = 1 unit) 48 units (per inmate) x 80 = 3,840 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 80 = 5,760 units Family Counseling Sessions (30 minutes = 1 unit) 20 units (per inmate) x 11 = 220 units Psychiatric Evaluation & Report = 1 report per inmate x 20 inmates = 20 reports Mental Health Intake Assessment and Report (one per inmate) for 20 inmates = 20 units Individual Mental Health Counseling (30 minutes =1 unit) 48 units per inmate for 20 inmates = 960 units Medication Monitoring (12 units per inmate) for 20 inmates = 240 monitoring units The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) most recent Statement of Work dated April 2010. The request for quotation will be available on or after August 4, 2010 and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about August 19, 2010. Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is unrestricted. The BOP anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a quote which will be considered by this agency.
