- Description
- The Office of Naval Research intends to award a cost reimbursement (no fee) basic ordering agreement (sole source) under the authority of FAR 6.302 on or about 4 August 2010, for a twelve (12) month base period with four (4) one year option periods to National Academy of Sciences (NAS), Washington, DC. This is not a solicitation as the award is an intended sole source; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by ONR. The purpose of the proposed agreement is to provide a contractual vehicle for the issuance of orders to NAS for the (i) stimulation and performance of research in,the mathematical, physical, biological, environmental, and social sciences applicable to the problems and challenges faced by the Department of the Navy; (ii) provision of independent technical experts and advice for the evaluation of science and technology needs and developments and their implications to the National Defense; and (iii) promotion of education and investment in fields of science and engineering to meet future Navy requirements through support activities by scientific boards including the Naval Studies, Ocean Science, Marine, and Manufacturing Studies Boards. The National Academy of Sciences will study selected foreign innovation programs and compare them with major U.S. programs. The analysis will include a review of the goals, concept, mechanisms, operation, funding levels, and evaluation of foreign programs similar to major U.S. programs, e.g., innovation awards, S&T parks, and consortia.
