Description
ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13 for Dynamic Solutions, LLC. Request vendor Dynamic Solutions LLC, 6421 Deane Hill Dr, Ste 1, Knoxville, TN 37919-6054. This procurement is being conducted under Simplified Acquisition Procedures -only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than Tuesday, 03 August 2010 - 16:00 P.M., CDST. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Interested parties may submit quotes for consideration by the Government to angela.l.smoot@usace.army.mil. Please use solicitation number referenced in the subject line. The Coastal and Hydraulics Laboratory (CHL) develops, applies, and trains in the use of complex physics based numerical model codes used to understand the hydrodynamic and related behaviors of fluids, such as water moving through navigation channels, sedimentation, salinity intrusion, etc. to assess, among other things, the quality of the water by considering the circulation, salinity, and sediment content of the water, as well as interfacing with water quality models that calculate chemical and biological processes. To accomplish this model code development, application, and training, CHL Engineers and Scientists need assistance in such things as the identification and coding of physics based algorithms, the testing of code, the use of model codes in projects, and training. Model code development and application involves primarily finite element codes with adaptive mesh schemes in two and three dimensions. The particular code for which assistance is needed is the US Army Engineer Research and Development Center (ERDC) developed code ADaptive Hydraulics (ADH). ADH is a unique code among water resource hydrodynamic codes, requiring for its continued development special knowledge of the unique self-adapting and self-un-adapting model grid. Along with other features of the ADH code, such as its library structure and broad scope of applicability and research needs, particularly its groundwater, surface-water, Navier-Stokes, and environmental aspects, special knowledge, skills, and experience are needed to continue development in accord with the Corps Enterprise Unstructured Modeling Program. This Special Notice is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). This Market Survey is not to be construed as a commitment by the U. S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this Market Survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this Market Survey. Respondents will not be notified of the results of this survey or results of information submitted. After completing its analysis, the Government will determine whether to limit competition among either certified HubZone, Service Disabled Veteran Owned Business (SDVOB), certified 8(a) firms or proceed with competition among all small business firms. Interested contractors responding to this market survey must provide a capability statement demonstrating their experience, skills, capability to fulfill the Governments requirements, and past performance in providing the type services specified above. The capability statement shall be in sufficient enough detail, but not to exceed 10 pages, so that the Government can determine the experience and capability of your firm to provide the requirements below. Submissions that do not meet all requirements or are not submitted within the allotted time will not be considered.
