Description
AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is 00HCUGDC-2010-86883 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-44. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500.00 employees. This requirement is unrestricted and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2010-08-04 17:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Chamblee, GA 30341 The Centers for Disease Control & Prevention requires the following items, Meet or Exceed, to the following: LI 001, 1.Microwave System meeting or exceeding the following specifications:a.Capable of digesting at least 60 separate specimens at one time in open vessels (12 mm x 95mm) at high temperature (up to 250C) and high pressure (up to 200 bar).b.Microwave power up to 1200W under computer control.c.Sensors must control and monitor the temperature and pressure in all vessels during the microwave program.d.Electronic user interface allowing setup of microwave programs, real-time viewing of program status (at least parameters of time, microwave power, programmed and observed temperature, and programmed and observed pressure), storage and review of parameter data from previous digestions, transfer of parameter data from previous digestions to electronic media (i.e. data card, USB flash-drive) for transfer to a PC where data can be viewed on software compatible with Windows XP.e.Full automation of digestion run from start of digestion to end of cool-down step.f.Built-in mechanism for optional magnetic stirring of all vessels during the digestion program.g.Built-in mechanism for exhaust.h.Capability to work with different custom-designed racks and digestion vessels of various volumes.i.Possibility to use different: sample, sample amount, acid mixtures, reagent volume in the same run., 1, EA; LI 002, Software loadable on a PC running Windows XP for review of parameter data from previous digestions, 1, EA; LI 003, Sample Holder Tray / Carrousel for 18 mm x 100mm PTFE or Quartz Vessels, holding a maximum number of vessels, 1, EA; LI 004, Quartz-Vessels (18 mm x 100mm), 50, EA; LI 005, Sample Holder Tray / Carrousel for 12 mm x 95mm PTFE or Quartz Vessels, holding a maximum number of vessels., 1, EA; LI 006, Quartz-Vessels (12 mm x 95mm), 90, EA; LI 007, Sample Holder Tray / Carrousel for 30 mm x 115mm polypropylene centrifuge tubes, holding a maximum number of tubes., 1, EA; LI 008, Spare parts kit for routine maintenance, 1, LOT; LI 009, Installation, 1, LOT; LI 010, On-site operator training, 1, LOT; LI 011, One year warranty including parts, labor, travel, and one preventive maintenance visit, 1, LOT; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Centers for Disease Control & Prevention intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Centers for Disease Control & Prevention is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means.
