Description
The propsed contract action is for services for which the Government intend to solicit and award with only one source under the authority of FAR 6.302. The United States Coast Guard (USCG) intends to award a sole source contract to CAE USA Incorporated for technical services to incorporate the A1U project's CNS/ATM, "glass" cockpit, and related hardware and software human interface and usage changes into new HC-130H (A1U) courseware that incorporates all relevant current HC-130H operator training information, material, equipment, and to procure date rights to the new courseware. The USCG HC-130H long range surveillance maritime patrol aircraft requires a series of avionics and other upgrades to enable the continued effective operations of the HC-130H to 2027. As a part of the overall HC-130H Avionics 1 Upgrade (A1U) project, the HC-130H cockpit avionics equipment and instrumentation displays will be substantially altered/replaced, in order to bring the HC-130H into compliance with mandatory international Communictions Navigation Surveillance/Air Traffic Management (CNS/ATM) standards. The HC-130H A1U technical architecture is based upon proven successful CNS/ATM architectures developed for the Navy's P-3C, C2A, E-2, and the Marine Corps CH-53 aircraft. These A1U architectures utilize digital "glass cockpit" flat panel multifuction displays and other advanced hardware/software systems and equipment, much of which have not been previously employed in the HC-130H. The resulting equipment and information access changes will prompt substantial chages and additions to the HC-130H cockpit-oriented training in order to properly prepare USCG personnel to operate/maintain the newaltered cockpit avionics as the upgraded aircraft are deployed into the fleet. The USCG requires specific technical services support to develop, refine adjust and provide A1U-oriented USCG HC-130H initial training. The period of performance shall be 23 months from date of award. Interested parties may identify their interest and capability to respond to this requirement, in writing or via email no later than 10 August 2010, to wilbert.mann@uscg.mil. Written responses to this notice shall contain sufficient documentation to establish their capability to fulfill this requirement. Written responses to this notice shall be evaluated solely for the purpose of determining whether or not to compete this proposed requirement base upon responses is solely within the discretion of the Government. This notice is not a request for proposals.
