Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.106-1 to Bruker Optics, Inc., 19 Fortune Dr, Billerica, MA 01821 for the purchase of a Fourier-Transform-Infrared (FTIR) spectrometer. This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements. Bruker Optics, Inc. is the only known source capable of meeting the Governments requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to provide the requirement in writing to the identified point of contact not later than 12:00 p.m. CST on 30 July 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to Christopher.M.Barnett@usace.army.mil. 1. The Environmental Laboratory (EL) has been tasked with purchasing a FOURIER-TRANSFORM-INFRARED (FTIR) SPECTROMETER for interfacing with an existing NETZSCH thermal gravimetric balance. This instrument will provide invaluable data about the properties of materials at both the nanoscale and microscale. 2. A NETZSCH Thermogravimetric Analysis (TGA) unit purchased by GSL is currently being utilized to monitor changes in mass of sorbant samples as a function of temperature and/or time. TGA gives characteristic information about the composition of the measured sample, in particular the amounts of the various components and their thermal behavior. 3. The combination of both instruments yields a powerful analytical technique that combines the quantitative capabilities of TGA and the qualitative capabilities of FTIR spectroscopy. Both systems are controlled from an integrated software package running under Windows NT. Simultaneous measuring, data acquisition, and data storage with the two software packages Proteus (NETZSCH) for data of thermal analysis and OPUS (Bruker Optics) for FTIR spectra. 4. The Bruker's TGA interface is a stainless steel beam conforming gas cell with provides a long path length (123 mm) minimizing sample volume. This provides an improved sensitivity for the gas analysis due to low purge gas flow rates at the NETZSCH thermobalance, a natural, vertical gas flow around the sample, a heated furnace gas outlet, the shortest possible heated transfer line, and a beam-conforming stainless steel gas cell with a sensitive IR detector. The cell has double windows to eliminate condensation, and the window assembly can be easily removed from the gas cell for cleaning. In addition, an optimally designed transfer line and the connection adaptors are included with furnaces heatable up to 230 degrees Celsius to prevent a condensation of the decomposition products within the interface connection.
