- Word Version of RFI Introduction The Office of the Comptroller of the Currency (OCC) was established in 1863 as a bureau of the Department of the Treasury. It is responsible for regulating and supervising the national banking system. The OCC charters, regulates and examines approximately 2,200 national banks and 52 federal branches and agencies of foreign banks in the United States. The OCC's nationwide staff of examiners conducts on-site examinations of national banks and provides sustained supervision of bank operations. Its mission is to ensure a safe, sound and competitive national banking system that supports the citizens, communities and economy of the United States. The OCC hires approximately 100 entry-level bank examiners (also known as Assistant National Bank Examiners (ANBE) every year in two recruitment cycles, one in the Fall and one in the Spring. The OCC is investigating vendor interest and industry capability to provide nationwide testing facility sites for entry-level candidates to attend and complete two electronic tests as part of their candidacy for the ANBE. Each testing facility site must have the ability to provide on-site personnel to administer and proctor the tests. Each testing facility must have the capability to ensure confidentiality by way of their facilities and services. Background The OCC's entry-level recruitment campaigns are held twice a year. Applications during set dates in September (Fall) and February (Spring). Applications are received via two sources: campus recruiting and the OCC website. Upon review of the applications, recruiters conduct screening interviews with qualified applicants. If the candidate passes the screening interview, they are recommended for further consideration. As part of this next step, candidates are tested on two items: a multiple-choice Knowledge Test and a Written Communications Skills Test. Annually, the OCC tests approximately 500 candidates spread over the two recruitment cycles The OCC is seeking a capable nationwide vendor with a confidential electronic testing/application system to: Proctor and score a multiple-choice Knowledge test. Candidates shall be allowed 90 minutes to complete Proctor a written communications skills test and electronically send completed tests to OCC for scoring. Candidates are allowed 2 hours to complete. Record test candidates and scores. General Description of the Requirements The vendor shall provide physical sites nationwide for candidates to travel to conduct both tests. The vendor shall provide and proctor both tests. The vendor shall score the multiple-choice knowledge test and submit scores to OCC. The vendor shall collect all documents associated with the Written Communications Skills Test and submit electronically to OCC for scoring. The vendor shall ensure full confidentiality of testing materials. The vendor shall provide an electronic applications tool to provide the tests as well as keep a historical database of all applicants and their Knowledge test scores. Responses to This Request Please provide a written technical capability statement of your ability to meet this requirement. The submission may be presented in a format of your choice and shall address your abilities, experience, and past performance in providing the confidential services required by the OCC- to include providing testing locations, with an emphasis on the locations near accredited colleges and universities nationwide. Included in your statement shall be a Rough Order of Magnitude to address the following: 1) Price per test taken 2) Price for each no show 3) Price for database maintenance.
