- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Center for Emerging and Zoonotic Infectious Diseases (NCEZID), Atlanta, GA, hereby announces its intent to issue a purchase order to Henry Ford Health System, 2799 West Grand Blvd, Detroit, Michigan 48202 for acquisition of 500 isolates non-E. faecium and 500 isolates of MRSA. No other sources were considered because VRSA are very rare (only 11 cases documented in the U.S. to date), and their presence has been largely confined to SE Michigan. Thus, the best place to assess carriage of precursor strains for development of VRSA, and also risk factors for carriage of these strains, is within a healthcare system that has previously documented VRSA within that institution. In order to ensure that the project goals are completed within the established timeline, the each vendor must also have access to at least 250 non-E. faecium and 250 MRSA isolates per year, and must have a collection of previously isolated MRSA and non-E. faecium VRE isolates. Hospitals must report cases of VRSA to CDC. Thus, the potential sources of this strain were identified as those hospitals that had made reports to CDC. Only two hospitals could generate sufficient numbers of isolates and to ensure more adequate representation of strains circulating in SE Michigan, Detroit Medical Center and Henry Ford Health System. Neither hospital alone could provide the number of isolates required for research. This project is supported by justification for other than full and open competition is to the Henry Ford Health System under authority of 41 U.S.C., 253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. Please forward the capability statement and pricing information to Maria Shamburger, Procurement and Grants Office, 2920 Brandywine Rd, Atlanta, GA 30341, Reference 2010-86020. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.406-1(b)(1), negotiations will be conducted with Henry Ford Health Services as the only source and a purchase order will be issued without any additional notices being posted.
