- Scope of Work for Specialized GPS/DGPS Training and Familiarization Location: U.S. COAST GUARD NAVIGATION CENTER 7323 TELEGRAPH RD ALEXANDRIA, VA 22315 Work Statement The Department of Homeland Security (DHS), United States Coast Guard (USCG), Navigation Center (NAVCEN) is issuing a combined synopsis/solicitation for specialized training for our in-house operators and supervisors. Contractor is requested to include in this bid the cost break down per person attending training. There will be a minimum of 20 personnel attending this training so that number can be your baseline. Scope of Services The contractor shall furnish trained, qualified personnel to perform a 1 day training session for 2 days, to be completed on or before September 3, 2010, to cover basic to comprehensive overviews of the subjects listed below. (1) Define GPS with history and general overview of segments (2) Clock technology (3) GPS Signal a. Frequency bands b.Its structure, signal strengths, interference, susceptibility to jamming and spoofing. c. Effects of the atmosphere and the sun d.Errors: Satellite geometry and DOP, error messages (4) Orbital Mechanics. (5) User: a.Types of user equipment b.Receiver displays c. Antennas d. Line filters, cables, connectors e. SNR f. Satellite visibility and GNSS Systems (6) Correction Messages, i.e. RTCM, ect. (7) DGPS Systems: a. Overview b. Different Technologies c. User supplied base stations d. US Coast Guard beacon transmitters e. Omnistar and Starfire f. Moving baseline g. RTK, relative and geodetic h. Ntrip i. Community base stations j. Accuracy relative to range (distance) k. 88 –site coverage map l. CORS: NOAA/NGS/USCG (8) Correction Messages and formats. (9) Datums: Define datums and coordinate systems Contractor Performance Requirements (1) Services shall be available on a single day of training to be performed between the hours of 8 am and 4 pm est. (2) The contractor will include in the bid any and all cost for training materials and instructor costs to include any travel, per diem ect. (3) The contractor will provide the following items for the training: a. A Compact Disk copy of all training for all members attending. b. A binder for all attending training to include note taking materials and appropriate handouts. USCG NAVCEN / Government Furnished Material (1) Will provide access to the TISCOM/NAVCEN property for the training. (2) Training room with LCD computer and projector (3) Table for our projection equipment and instructor notes (4) Table space to accommodate the use laptops and a binder for each attendee. (5) Projection screen. (6) Outlet availability for contractor’s equipment.
