Description
Draft PWS for Anticipated SAFS Acquisition Market Research Survey for 8a, HUB, & SDVOSB Community Background. The Space and Missile Systems Center (SMC), Los Angeles Air Force Base, CA is in the midst of planning a follow-on acquisition to replace the SMC Financial Support (SFS) and SMC Acquisition Support (SAS) programs for Advisory & Assistance Services (A&AS). The SFS program provides financial, cost management, schedule management, and related training A&AS support to SMC organizations. The SAS program provides manpower, personnel, administration, configuration/data management, acquisition planning, contracting and associated training support. Both programs awarded task orders under FAR 8 Fair Opportunity business rules via SMC Blanket Purchase Agreements (BPAs) based upon GSA Professional Engineering Services (PES), Schedule 871, contracts. This work was set-aside for small business BPA holders with less than 1,000 employees consistent with NAICS code 541710 (circa 2002). Both programs are expected to complete by mid calendar year 2011. Follow-On. SMC anticipates a single follow-on acquisition that integrates reduced functionalities of SFS and SAS. SMC held an A&AS Industry Day in Jan 2010 to augment market research activities to form the initial basis for the acquisition strategy. Coupled to this acquisition, it is anticipated that SMC Contractor to Civilian Conversion (C2C) activities will directly impact effort on this program. The goal of C2C is to convert contracted A&AS support to Government civilian staffing. The SMC C2C plan is currently in progress but will take several years to complete. Status. The program name formally changed from the temporary moniker of "SPS" to SMC Acquisition and Financial Services (SAFS). Under FAR Part 15, the Government intends to compete "Prime" and "Companion" IDIQ contracts that provision Fixed Price and Cost Reimbursement A&AS effort. Contract scope will derive from the former SFS and SAS programs but will be tempered by C2C, organizational conflict of interest principles, and current dialog on the definition of "near" and inherently governmental functions. At the task order competitions, SMC intends to leverage Firm-Fixed Price to the maximum extent possible. Subject to acquisition plan approval, the SAFS Prime contracts is intended to be reserved for Small Business under NAICS code 541712 (circa 2007) that carries a 1,000 employee size standard. The SAFS Companion contracts are being considered exclusively for 8A, HUBZONE Small Businesses (HSBs) and/or Service Disabled Veteran Owned Small Businesses (SDVOSBs) under NAICS code 541611 [$7M size standard]. The government intends to issue the Prime and Companion contracts as complementary but mutually exclusive in contract scope. Selection of each contract scope will be based on market research. The follow-on acquisition is expected to be solicited 1st quarter of calendar year 2011 and ready for the commencement of work by July 2011. To validate the companion contract strategy and its contract scope, additional market research is required to assess market capabilities. SMC objectives under the SAFS companion contract strategy are to increase competition, make opportunities available to the 8A, HUB and/or SDVOSB community, and encourage the development of long-term space support capabilities. Market Survey: The enclosed market survey and SAFS draft PWS are directed to better ascertain the current market dynamics and availability of Advisory and Assistance Services (A&AS) support contractors for SMC. This survey is focused on receiving market feedback to complete market research analysis in preparation for the SAFS acquisition plan.
