Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division - Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with National Institute of Water & Atmospheric Research (NIWA) of Lauder, New Zealand to provide support for two UV Spectrometers systems operated by NOAA located at Boulder, Colorado and Mauna Loa Observatory, Hawaii. ***The sole source determination is based on the National Oceanic and Atmospheric (NOAA) market research and expert knowledge in determining that NIWA is a unique source to fulfill this need based on the research grade instrumentation was manufactured and perfected by NIWA. No other institution or company currently manufactures or maintains instruments with the required specifications or monitoring record. NIWA's PI of these instruments is an internationally recognized expert in the field of UV spectral measurements with spectroradiometers operating in the 290-450 nm range and long-term calibrations of such devices for the UV monitoring portion of the Network for the Detection of Stratospheric Change. ***This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
