- RECOVERY: This notice is for information purposes as required by the American Recovery and Reinvestment Act (ARRA) of 2009. No solicitation will be posted and capability statements are NOT being requested. Award of this task order will be through the Department of Health and Human Services (HHS)/Program Support Center (PSC) Task Order Contracts. No additional information is available. The Government intends to solicit and award a task order contract to facilitate and expand the secure, electronic movement and use of health information among organizations according to nationally recognized standards. The purpose of the Certification Program is to establish and execute a process for health information technology (HIT), including Electronic Health Records (EHRs) that can be purchased by providers to help them become meaningful users and eligible for incentives offered by CMS. The testing of HIT shall be conducted against the criteria and standards adopted by the Secretary as described in the ONC Final Rule for Standards, Implementation Specifications, and Certification Criteria, to be published in Summer 2010. The certification of HIT shall include two key steps: evaluating test results and certifying the products or systems. The certification process, as described in the Notice of Proposed Rule Making released by ONC on March 10, 2010, shall include two programs: a temporary program and a permanent program. The Final Rule for the Establishment of the Temporary Certification Program for Health Information Technology was published on June 24, 2010. This project shall focus on the establishment and execution of the temporary program; and planning, development, and piloting of key components of the permanent program.
