Description
NOTICE OF INTENT TO SOLE SOURCE: CDC announces its intention to negotiate and issue a sole source award for the purchase of customized SAS Training for the enhanced HIV/AIDS Reporting System for CDC with the SAS Institute Inc., Cary, NC. The anticipated period of performance will be August 16, 2010 - September 30, 2010. The SAS Institute Inc. is the only identified source that provides the customized SAS Training for the enhanced HIV/AIDS Reporting System for CDC within the critical timeframe deemed necessary. CDC intends to negotiate this requirement under the authority of FAR 13.106-1(b)(1). The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Part 12 & FAR Subpart 13 procedures. The vendor will be responsible for the following tasks: Task 1. Customize SAS Programming 2: Data Manipulation Techniques: Task 1.1. Write and revise exercises using CDC sample data as directed by the Technical Monitor. Task 1.2. Write sample problems and sample reports. Task 1.3. Write lecture examples using CDC sample data. Task 1.4. Identify the relevance and appropriateness of the exercises, sample problems, lecture examples and reports as directed by the Technical Monitor Task 2. Travel to a site in Atlanta to perform a three-day training workshop to CDC staff. Task 3. Provide a review and mentor CDC Staff to further associate the theory learned in the three-day training workshop with the SAS associated work areas Task 4. Provide CDC staff access to the online version of the standard SAS Programming 2: Data Manipulation Techniques course for one year. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. All responses should be received by August 11, at 8AM Eastern Standard Time (EST). All responses must be in writing and can be sent via email to iom2@cdc.gov. No phone calls will be accepted.
