- PRE-SOLICITATION NOTICE Solicitation No.: GS-04P-10-BV-C-0065 The General Services Administration (GSA) intends to issue a Request for Qualifications (RFQ) for a negotiated Bridging Design-Build (BDB) construction contract for the New Federal Office Building located near Miramar, Florida. The project will include the design and construction of office and related facilities to house a federal agency in Broward County, Florida. The total space requirement consists of approximately 475,000 gross square feet, available for use by the agency for personnel, furnishings and equipment no later than September 2013. Unique requirements include a 100 foot setback, enhanced security specifications, a parking structure, and special purpose space. The facility will have substantial electrical and HVAC requirements. The selection process will utilize the Best Value Tradeoff process as stipulated within the Federal Acquisition Regulation (FAR) Part 15 and the Two-Phase Design-Build Selection Procedures in Subpart 36.3 of the FAR. This project is an opportunity in Design and Construction Excellence that must integrate the building into the fabric of the surrounding community and represent the dignity of the U.S. Government. The selection process will include two phases: • Phase I, the Request For Qualifications (RFQ) leading to selecting a short list of Design-Build offerors, who will be invited to participate in • Phase II, the comprehensive Request For Proposal (RFP) competition and selection of the design/build offeror. A single, firm, fixed-price contract may be awarded for all design beyond a Program of Requirements and all construction services. The estimated construction cost is in the $125-$150 million range. All work will be performed in accordance with GSA authorized and approved standards. This negotiated procurement will be open to both large and small business firms. The firm (if not a small business concern) shall be required to present an acceptable small business subcontracting plan in accordance with FAR 19.7, as part of its proposal. Consideration is open to established, qualified firms licensed to perform professional services (FAR 22.1102 and 22.1103), which currently have active, properly staffed offices within the continental United States (including subcontractors). The RFQ will be issued electronically on or about July 23, 2010 on the Internet at: http://www.fedbizopps.gov/.
