- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44. The associated North American Industrial Classification System (NAICS) code for this procurement is 333314 with a small business size standard of 500 employees. However, this requirement is unrestricted and all interested quoters may submit a quote. The National Institute of Standards and Technology (NIST), Manufacturing Metrology Division, Division, requires a Transducer Calibration and Wide-Band Dynamic Signal Analysis System (TCDSAS). All responsible quoters shall provide a quotation for the following line item: LINE ITEM 0001: Quantity one (1) each, Transducer Calibration and Wide-Band Dynamic Signal Analysis System (TCDSAS), that shall meet or exceed the following required specifications. All equipment must be new; used and/or remanufactured equipment will not be considered for award. 1.) Shall have the capability of the calibration of vibration transducers and associated signal conditioning amplifiers based on the calibrated coordinated use of a high-precision wide-band Dynamic Signal Analyzer (DSA). 2.) A PC with IEEE 488 card shall be included and must be capable of controlling existing Agilent Model 3458A Digital Multimeters using a command set that can be used to generate, store, and recall SI traceable calibration coefficients for integrated use with the TCDSAS. 3.) TCDSAS shall be capable of performing automated measurements for SI traceable calibrations of vibration transducers by comparison or by substitution as well as vibration transducer signal conditioning amplifiers (both charge and voltage) according to procedures consistent with ISO 16063 Part 21, as well as to perform general purpose measurements of which the PC and Dynamic Signal Analyzer are capable. 4.) Prior to performing calibrations, the TCDSAS shall be able to verify the proper operation of the calibration system (transducers, conditioning amplifiers, vibration generators and power amplifier) at a minimum via measurements of coherence, channel balance, standard deviation, and overload conditions of the analyzer input(s) and then ensure that the results of these measurements are within pre-established limits or criteria. 5.) TCDSAS shall have at least two (2) input channels and at least one (1) signal generator source (output) channel where the inputs shall be independently configurable for voltage, IEPE (Integrated Electronics Piezo-Electric), or charge. 6.) TCDSAS input channels shall include range settings of at least 7 mV to 22 V in 10 dB steps and, when configured for voltage, shall be capable of operating over the frequency range from DC to at least 200 kHz if only one channel is used and from DC to at least 100 kHz if two channels are used simultaneously. 7.) TCDSAS shall have a charge to voltage converter (charge amplifier) for each of 2 input channels that has a fixed nominal gain of 10 mV/pC and is capable of operating over the frequency range 0.17 Hz to 50 kHz with a response of minus 0.1 dB at these frequency extremes. 8.) TCDSAS generator output channel (source) shall be capable of operating over the frequency range from DC to at least 100 kHz. 9.) TCDSAS input channels shall be capable of at least 24 bit analog to digital conversion at frequencies from DC up to at least 25 kHz, and at least 16 bit analog to digital conversion at frequencies from the upper-frequency limit of 24 bit analog to digital conversion up to at least 100 kHz. 10.) TCDSAS shall be provided with FFT software for single channel measurements and for at least two channel frequency response measurements, capable of performing baseband and zoom measurements at user selected settings for the number of lines including the range of settings from 50 to 6400 lines, and for frequency span settings including the range from 1.56 Hz to 204.8 kHz. 11.) TCDSAS shall be provided with time-domain window weighting functions including at least uniform, Hanning, Flat top, Kaiser Bessel, Transient (uniform over a defined portion of the time record), and Exponential. 12.) TCDSAS shall be capable of swept sine wave signal analysis to the upper frequency limit of the analyzer at stepped frequency intervals using discrete sine waves and at user specified settings of detector accuracy over a range including the range from 0.01 dB to 1 dB, with frequency points selectable to be: logarithmically spaced in 1/3-, 1/6-, 1/12-, 1/24-, 1/48- and 1/96-octave steps; logarithmically spaced at constant percentage bandwidth frequencies in 1/3-, 1/6-, 1/12-, 1/24-, 1/48- and 1/96-octave steps; linearly spaced in 1 to 1600 steps; or at user defined frequencies. 13.) TCDSAS shall be capable of level sweeps in discrete steps at a defined frequency where the step size and the range are independently selectable over a range of 0.1 dB to 80 dB. 14.) TCDDSA shall be capable of determining harmonic distortion up to the 20th harmonic of a defined fundamental. 15.) TCDSAS input channel linearity for a given range setting shall be plus or minus 0.1 dB, typically plus or minus 0.01 dB from 0 to 60 dB below full scale; plus or minus 0.2 dB, typically plus or minus 0.02 dB from 60 to 80 dB below full scale, and typically plus or minus 0.05 dB from 80 to 100 dB below full scale, or better. 16.) TCDSAS input channel to channel match (maximum gain difference) for the same input range shall be 0.1 dB, typically less than 0.01 dB, or better. For any input range, channel to channel match (maximum gain difference) shall be 0.1 dB, typically less than 0.05 dB, or better. 17.) Crosstalk between any two TCDSAS channels at input range settings including the settings 7 mV to 7 V shall be minus 130 dB or better at frequencies from 0 to at least 2 kHz, and minus 100 dB or better at frequencies up to 102.4 kHz. 18.) At frequencies from 0 to at least 100 kHz, crosstalk between the source (generator) output and any channel shall be minus 120 dB or better, or better than minus 90 dB re the maximum input voltage, whichever is greater (worse). 19.) The TCDSAS input common mode rejection ratio at input range settings including the settings 7 mV to 7 V shall be at least 70 dB, typically 80 dB, from 0 to 120 Hertz, and at least 30 dB, typically 40 dB, at frequencies up to 25.6 kHz. 20.) TCDSAS charge to voltage converters shall have total harmonic distortion of less than minus 60 dB 2 Hz to 20 kHz at 1 V rms output and noise less than 5 µV 22.4 Hz to 22.4 kHz, typically less than 6 µV 1 Hz to 22.4 kHz, when referred to an input load of 1000 pF. 21.) Harmonic and spurious distortion products in the source output channel of the TCDSAS into a 10 kilohm load shall be at least 80 dB below full range output, or not more than 1 microvolt, whichever is larger, at frequencies up to at least 25 kHz, and at least 70 dB below full range output, or not more than 1 microvolt, whichever is larger, at frequencies up to at least 100 kHz. 22.) Source frequency of the TCDSAS shall be accurate within 0.0025 percent or better. 23.) TCDSAS shall be capable of exporting data (storing measurement results) in at least any of the following formats: ASCII; Binary; Universal File Format (UFF); and Hewlett Packard Standard Data Format (SDF). 24.) TCDSAS shall be capable of performing the following measurements and then storing, archiving in a data base, and reporting the results using user-defined automated procedures and discrete sinusoidal waveforms: working standard verification; calibration of the complex charge sensitivity of accelerometers by comparison or substitution; calibration of the complex voltage sensitivity of accelerometers by comparison or substitution; calibration of complex gain (charge and voltage) of transducer signal conditioners; calibration of the system DSA using existing Agilent 3458A Digital Multimeters (see Item 2); and optimization of the performance of vibration generators. 25.) TCDSAS shall be furnished and integrated with a PC that meets or exceeds the following hardware and software requirements: 2.66 GHz processor; 4 GB RAM; 250 GB HDD with a minimum of 20 GB of free space; DVD-RW drive; 2 Serial COM ports; 6 USB 2.0 ports; 1 IEEE 488 port; 2 Gigabit Ethernet ports; 20-inch 1680 x 1050 resolution Flat Panel Monitor; Microsoft® Windows® XP Professional (SP 3) Operating System; Microsoft® Office 2003 (SP 2). Line Item 0002: Training: The contractor shall schedule and conduct one (1) training session for NIST personnel on-site @ NIST in Gaithersburg, MD. The training shall provide a thorough demonstration of all equipment functions, maintenance, data administration, and basic troubleshooting. The training may be completed at NIST immediately after installation and demonstration of performance specifications, but no later than 30 days after delivery. Warranty: The Contractor shall provide a minimum of a twelve (12) month warranty for the instrumentation. The Contractor shall state the warranty coverage provided for the equipment. Delivery and Training shall be completed in accordance with the Contractor's commercial delivery schedule. Delivery terms shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Evaluation Criteria: Award shall be made to the Contractor whose quote offers the best value to the Government. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, 3) Experience, and 4) Price. Technical capability, past performance, and experience, when combined, shall be of greater importance than price. If technical capability, past performance, and experience are equivalent, price shall be the determining factor. Technical Capability: Evaluation of Technical Capability will be based on the information provided in the quotation. Documentation submitted in the quotation shall be evaluated to determine that the proposed equipment meets or exceeds the Governments minimum required specifications. All equipment must be new. Refurbished and or remanufactured equipment shall not be considered for award. Past Performance: Past Performance will be evaluated to determine the overall quality of the products and services, provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/or information from other sources, including NIST. Experience: Experience with providing similar equipment shall meet the Government's minimum requirement, but experience with providing the same equipment that this solicitation specifies, will exceed that requirement. Quoters must demonstrate their experience with these systems. Evaluation of experience may be based on contacts used for past performance. Past Performance, Experience and Price shall not be evaluated on quotes that are determined technically unacceptable in accordance with the Technical Capability Evaluation factor. 1352.233-70 AGENCY PROTESTS (APR 2010) (a) An agency protest may be filed with either: (1) the contracting officer, or (2) at a level above the contracting officer, with the appropriate agency Protest Decision Authority. Information which documents the history of the product the quoter is proposing in the marketplace, including, but not limited to, the length of time the product has been commercially available in the marketplace, and the number of customers to whom the product has been delivered. 5) Description of commercial warranty; 6) A current copy of the Contractor's price list or catalog pages that contain pricing for the equipment/services defined within the Contractor's quotation. 7) This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC).
