Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation #RFQ03050900029. The North American Industrial Classification System Code (NAICS) is 334419. This acquisition is a 100% Small Business Set Aside. The Government intends to make a single award to the responsive/responsible quoter who submits the lowest-priced technically acceptable offer. All responsible sources may submit a quote which shall be considered by the agency. Faith-Based and Community-Based Organizations have the right to submit quotes equally with other organizations for contracts for which they are eligible. STATEMENT OF WORK The Federa Bureau of Prisons (FBOP), Federal Correctional Institution (FCI) located at 100 Prison Road, Estill, South Carolina, 29918 is requesting quotations for a new Siemens (manufacturer) medium voltage breaker and cubicle assembly to match the breaker. The specifications are as follows: Instrument breaker number SGIM-3268D; type-15-GMI-50-1200-37; Serial Number-MV-100294000-005; Maximum rated volts-15KV; Rated short cicuit-18; Current-1200 amps; Close and Latch-37; Operator DATA- Motor 38-56 volts DC/Close 38-56 volts DC/ Trip Coil 28-56 Volts DC. Also qualified services provided to conduct a High Pot Test of approximately 3,000 feet x 3, 3/0 (15kv) conductors of the 52-F4 feeder loop from the central plant to building "P" inside the Federal Correctional Institution. Also provide qualified technical assistance on site for the installation and operational and trip testing of the above mentioned breaker. Qualified personnel is any person(s) possessing an electrical engineer's degree and or an electrical master journeyman's license. The working hours for these services will be regularly scheduled for five (5) days a week, Monday through Friday, until the completion of the High Pot Test. With the exception of Federal holidays. Also the qualified technical assistance for the breaker installation may require 24 hours of coverage. Each work day will be between the hours of 7:30 a.m. and 4:00 p.m., unless circumstances identified by the Facility Manager require different hours. The estimated time for the completion of the breaker installation is 48 hours. FCI Estill will provide labor to install the medium voltage breaker and cubicle already identified, and escorts for the execution of the High Pot Test. The Contractor will be responsible for providing the medium voltage breaker and cubicle as described. The Contractor will be responsible for providing all test equipment required to conduct the High Pot Test and testing of the medium voltage breaker. Any specialty connectors components, etc. required to conduct the High Pot Test will be provided by the contractor. The services provided, being professional in nature, will be consistent with the policy required by the Facilities Department services of the FBOP. The services will be monitored by a representative of the Facilities Department. The contractor will be required to provide qualified personnel to complete all tasks as mentioned in accordance with all OSHA, NEC and NFPA guidelines and standards. The performance of these services will also be verified by the Contracting Officer or the Contract Monitor (CM) for this project. The Bureau of Prisons reserves the right to suspend, limit or revoke the Contractor due to violations of FBOP security procedures. The Contractor will be required to supply the medium voltage breaker and breaker cubicle as specified, along with documentation to prove the breaker is new, to FBOP staff at FCI Estill. The contractor will provide qualified staff as described for technical assistance during the installation of the medium voltage breaker for a period not to exceed 56 man hours. Qualified personnel is any person(s) possessing an electrical engineer's degree and or an electrical master journeyman's license. The contractor will provide qualified personnel and all diagnostic equipment, specialty components and fittings to conduct High Pot Test on the 52-F4 feeder loop as well as the operational and trip test(s) for the medium voltage breaker. The contractor will be responsible for complying with all OSHA, NEC, NFPA and FBOP safety and security guidelines for the duration of the contractors presence at FCI Estill. The Contractor shall be constantly aware of security and maintain a professional relationship with the inmates at all times if they come in contact with the inmate population. Any violations of rules and regulations, realized or suspected, are to be brought immediately to the attention of the institution for prompt and proper action. Ultimate award will result in a non-personal contractual arrangement only and shall not be construed as a personnel appointment with the FBOP. Payment to the Contractor shall be based on the provision of an end product or the accomplishment of a specific task. Results are to be obtained within the Contractor's own unsupervised determination. The Contractor will not be subject to Government supervision, but, will be working along with government employees from the Facilities Department.
