Description
Under the authority of FAR 6.302-2, the U.S. Army RDECOM Contracting Center, Natick Contracting Division, Natick, MA intends to award a Firm Fixed Price contract to Chesley The Cleaner, Inc. of Nashville, TN, to provide the cleaning of soiled Improved Outer Tactical Vests (IOTV). Chesley the Cleaner, Inc. shall provide specialized cleaning service utilizing computer-controlled wet cleaning process to clean 30,000 soiled IOTVs. There has been a severe shortage of IOTVs to supply to the deploying Soldiers due to some past manufacturing contractual difficulties. Most IOTVs, which are returned by the Soldiers to the Central Issue Facilities (CIFs) upon completion of their tour duties, are heavily soiled with dirt, perspiration, body oil/fluid, and are smelly. Reissuing these soiled IOTVs without proper cleaning presents a serious health risk to the Soldiers. Without the body armor, deployed Soldiers will be exposed to serious bodily harm and even death by enemy small arms and ballistic fragmentations. Therefore, to keep the Soldiers protected from these threats, ARMY has the urgent and compelling needs to have these soiled IOTVs cleaned and to reissue the cleaned body armor to the deploying soldiers. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
