- This notice issued by the NASA/JSC is a Request for Information (RFI) to solicitresponses from parties interested in providing aircraft services for the NASA AircraftFleet.This preliminary information is being made available for planning purposes only,subject to FAR Clause 52.215-3, entitled 'Request for Information or Solicitation forPlanning Purposes.' It does not constitute a Request for Proposal, Invitation for Bid, orRequest for Quotation, and is not to be construed as a commitment by the Government toenter into a contract.This document is for information and planning purposes to allowindustry the opportunity to verify reasonableness and feasibility of the requirement, aswell as promote competition. The following services are under consideration to be included in a single solicitation:aircraft maintenance and operations support, and microgravity research operations. Thecontract may be awarded to one Contractor for Aircraft Maintenance and OperationalSupport (AMOS) and Microgravity Services (MS).Alternatively, more than one award mayresult, with one award being issued for AMOS and one award for MS. AMOS includes support for assigned aircraft (exclusive of the aircraft provided formicrogravity services) at NASA's Lyndon B. Johnson Space Center (JSC) at Ellington Fieldin Houston and at El Paso, Texas; and at Edwards Air Force Base, California.; DrydenFlight Research Center (DFRC), Edwards, California; Langley Research Center (LaRC),Hampton, Virginia; other remote sites, domestic and foreign, where services are required. The possibility exists that other NASA Centers such as Wallops Flight Facility (WFF),Wallops Island, Virginia and Glenn Research Center (GRC), Cleveland, Ohio maybe included. The proposed services will include flight operations, maintenance, repairs and minormodifications and will provide engineering services to all assigned aircraft on a varietyof aircraft airframes, engines, appliances and support equipment at the variouslocations. Microgravity Services Requirements (exclusive of AMOS)NASA operates the Reduced Gravity Research Program at the Lyndon B. Johnson Space Center(JSC) in Houston, Texas. The program provides a unique 'reduced gravity' or 'zero-g'environment for microgravity research (in areas such as fluid physics, combustion,material sciences, and life sciences), engineering development (for the InternationalSpace Station and other space hardware programs) and astronaut flight crew training.NASA will provide a modified C-9 aircraft as Government Furnished Equipment (GFE) or thecontractor can provide their own aircraft. The microgravity service will provide fullsupport including flight operations (with test conductors), hardware integration,scheduling of aircraft and experiments, and aircraft maintenance in execution of theReduced Gravity Research Program.A detailed description of NASAs current aircraft maintenance and operational supportservice requirements are described in the Aircraft Maintenance and Modification ProgramStatement of Work located in the technical library on the RFI website(http://procurement.jsc.nasa.gov/amosms/ ). Please note the requirements inthe statement of work for AMOS may differ from the current statement of work.In addition, further information about the Reduced Gravity Program is located in thetechnical library (http://procurement.jsc.nasa.gov/amosms/authorize.htm ).A summary of the anticipated requirements follows:AMOS and MS requirements include services such as: * Maintenance/production control (manage and controlmaintenance activities)* Logs and records (configuration management)* Quality control and inspection* Logistics (procurement, supply)* Maintenance engineering (for non-standard generalrepairs)* Support shops (electric, hydraulic, sheet metal,ground support equipment)* Resource management (training, facilities, safety)* Routine aircraft servicing, launch/recovery, limitedaircraft maintenance* Flight Crews * Contract management AMOS requirements (exclusive of MS) include servicessuch as: * Unique and specialized support for:- Engines- Airframes- Avionics- Life support (high altitude pressure suits,ejectionseats)* Unique engineering support- Non-complex modifications, integration andcertificationMS requirements (exclusive of AMOS) include servicessuch as:* Support for microgravity services customers* Experiment and payload integration services* Engineering services for support of microgravitypayload development andintegration* Flight operations services* Reduced Gravity Office business managementInformation RequestedInterested companies having the required specialized capabilities to meet all of theabove requirements (AMOS and MS) should submit a capability statement indicating theirability to perform all aspects of the effort described in the RFI. Companies who havethe required specialized capability to meet only AMOS or MS should submit a capabilitystatement indicating their ability to meet the requirements related to their area ofexpertise. Questions should be submitted in writing to: Scott A. Stephens,scott.a.stephens@nasa.gov and Alice J. Pursell, alice.j.pursell@nasa.gov.As a minimum, your capability statement should include a response to the followingquestions: 1.Does your organization have the capability to provide these requirements? Ifso, please describe your capabilities and performance history.2.Please comment on our proposed strategy of combining these requirements into onesolicitation. 3.What ideas or suggestions do you have for meeting these requirements? Commentsmay cover items such as: practicality of combining, type of contract(s), period ofperformance, evaluation criteria, and other areas you may feel are relevant.4.For MS how would you maintain and operate the Government-owned C-9 formicrogravity and other services? Alternatively, if you provide your own aircraft,describe the services you would provide. Your responses should address the followingsubject areas:a.Adherence to the NASA Maintenance Program forthe aircraft (see: 'N932REDUCED GRAVITY AIRCRAFT INSPECTION PROGRAM' document in the technical library http://procurement.jsc.nasa.gov/amosms/authorize.htm ).b.Methods of advising potential microgravityexperimenters andcustomers of availability periods, resources, and services provided, interfacedefinitions, limits and constraints for microgravity services.c.Experiment and payload integration services.d.Test directors for in-flight management andsupport.e.Engineering services for support of payloaddevelopment andintegration.f.Flight operations services.g.Reduced Gravity Office business management.The Government may consider use of the aircraft for non-NASA related commercial servicesby the contractor if the contractor chooses to invest in obtaining appropriate FAAcertification.Based on the submissions, the Government may elect to conduct one-on-one discussions withIndustry. This may include visits to contractors facilities. Again, this is a request for information only.NASA will not pay for any informationsolicited. No evaluation letters and/or results will be issued to the respondents. Nosolicitation exists; therefore do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sites forthe release of any solicitation or synopsis.
