- This is a REQUEST FOR INFORMATION (RFI). The Army Geospatial Center, Contracting Office is conducting a Request for Information (RFI) for the procurement of Survey Grade Global Positioning Systems (GPS) Precise Positioning Services (PPS) equipment operable in the military environment. The purpose of this RFI is to solicit informal expressions of interest and comments on the DRAFT Solicitation from potential contractors and other persons interested in helping the Army Geospatial Center in formulating its requirements before putting out a final Solicitation. The DRAFT solicitation is for the procurement of survey grade Global Positioning Systems (GPS) Precise Positioning Services (PPS) equipment operable in the military environment. A set will include three GPS receivers with the antennas, cables, data collection capability, data processing capability, rechargeable batteries, and radio data communication capability necessary to form a complete system. The GPS receivers must incorporate an approved Selective Availability Anti-Spoofing Module (SAASM) and be compliant with GPS Wing PPS Host Application Equipment (HAE) requirements. To participate in this procurement a company must meet the requirements for access to GPS PPS HAE, which include: a. Be Free from Foreign Ownership, Control and Influence (FOCI). If this is not the case, then the company must have completed actions to negate FOCI in accordance with the DoD 5220.226M, National Industrial Security Program Operating Manual (NISPOM). b. Have a facility clearance of SECRET or higher in accordance with the DoD 5220.226M, National Industrial Security Program Operating Manual (NISPOM). c. Have a COMSEC account established by the US Government. This requirement is specified in the DoD 5220.22A, Communications (COMSEC) Security Annex. The North American Industry Classification System (NAICS ) code for this acquisition is 334220 Radio & Television Broadcasting and Wireless Communication Equipment Manufacturing with an applicable size standard of 750 employees. The draft Purchase Description, associated with this RFI, can be provided only to entities free from FOCI and will not be posted to FedBizOpps. This RFI is for INFORMATIONAL PURPOSES ONLY, to be used for the preliminary planning process. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS REQUEST. A solicitation may or may not be issued as a result of this Sources SoughtRequest for Information. No reimbursement will be made for any cost associated with providing information requests. All interested firms that possess the capabilities and facilities addressed herein are encouraged to respond by providing the information on or before 12 August 2010. Responses to this RFI should be unclassified. Please refer to the DRAFT solicitation for details. Sources responding to this RFI must indicate their business size in relation to the following NAICS code 334220. Offerors are encouraged to comment on all aspects of the DRAFT solicitation, to include but not limited to the Statement of Work, Purchase Description, data requirements, suitability of proposal instructions and evaluation criteria, reference documents, price, and delivery. It is requested that specific wording be provided for suggested changes and that the location of the suggested change be clearly identified. Supporting rationale would be helpful in evaluating suggested changes. Comments will be accepted in responders format. Markup of the draft documents, using Track Changes, and insertion of Comments, is acceptable.
