Description
Red River Army Depot has an urgent requirement for the following Prep/Blast/Paint M871 Series Trailers: This work instruction establishes the requirements for contractors bidding to clean, blast,prep and paint to the below listed assets. M871 Semi-Trailer, Breakbulk/Container NSN 2330-00-122-6779 M871A1 Semi-Trailer, Breakbulk/Container NSN 2330-01-226-0701 M871A2 Semi-Trailer, Breakbulk/Container NSN 2330-01-294-3367 M871A3 Semi-Trailer, Breakbulk/Container NSN 2330-01-458-6865 Additional configurations may be added to this contract by mutual agreement in accordance with the Changes provision contained in 52.212-4 included in this solicitation. Contractor will be notified by RRAD via delivery order that Tankers are ready to be picked up at the depot for Cleaning, Blasting, and Painting. Contractor will pick up the assets at RRAD and move them to their facility. Contractor will perform any required Confined Space Repairs, Blast all areas marked by RRAD, and Return the Tankers to RRAD for Maintenance. RRAD will notify Contractor when Tankers are ready to be picked up from Maintenance to be moved to Contractor Facility for Final Painting. Once this has been completed Contractor will Return Final Painted Tankers to RRAD. Specific Production Requirements Cleaning, Triple Rinsing, and Purging: All Tankers will be washed prior to blasting. Blasting, Priming and Rust Proofing: All trailers will be sand blasted or equivalent process to ensure that the trailer is clean and free of rust,primed, and rust proofed in accordance with TB 43-0213. Contractor will inspect for Rust damage, cracks, bends, etc IAW this Statement of Work. If any of these are found contractor will notify the COR. The COR will provide guidance to contractor on how to proceed. RRAD will mark all areas to be repaired prior to sending tankers out to contractor facility for blasting. Tankers Returning from Maintenance for Paint: All tankers returning from RRAD maintenance to the paintcontractor will have a residual amount of diesel left in them from pump test. Please note this as a safety reference. Painting: Exterior paint surface will have good adhesion, good coverage, be free of rust, bare spots or scratches extending through the depth of the paint, and will be free of peeling or flaking paint, runs and dry spray. Trailers will be CARC painted IAW Mil-C-53072A or MIL-DTL-64159. All rivets and seams will be painted. All individual storage boxes or trays fabricated by RRAD will be cleaned, primed, painted and undercoated. Hubs and Air Chambers: RRAD will send new air chambers and/or new hubs to Contractor in bulk for replacement as necessary. Contractor will paint air chambers and or new hubs, and send them back to RRAD to support maintenance operations. TACOM semi-trailer tankers will be painted single color CARC 686 desert tan. USARC Tankers will be painted single color CARC 383 Green. The contractor is to contact the (COR) if there is any question on which color to paint a particular trailer. All components (ie. Storage boxes, metal straps, any parts placed in box pallets, or any other items that are packaged and tagged to be painted) that may accompany trailers to Contractor facility will be painted. Trailers will be stenciled IAW TB 43-0209 Trailers will be returned to the depot in the order they are received. All components will be returned with the trailer they came to contractor facility with. This is a requirements contract, assets will be provided to contractor for blast and final paint based on RRAD monthly production schedules. This is a 100% Small Business set aside. NAICS Code: 811121 Any contract awarded as a result of this solicitation will be a DO rated order certified for national defense use under the Defense Priorities and Allocations System (DPAS) (15 CFR 700), and the Contractor willbe required to follow all of the requirements of this regulation. Request for quote will issue on or about 30 July 2010 and will close on or about 10 August 2010 and will be available on the RRAD website: https://www.redriver.army.mil.
