- 1. THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY TO DETERMINE THE AVAILABILITY OF POTENTIAL BUSINESS CATEGORIES, FOR POTENTIAL SET-ASIDES. NO AWARDS WILL BE MADE FROM THIS SOURCES SOUGHT. NO SOLICITATION IS AVAILABLE AT THIS TIME. THEREFORE DO NOT REQUEST A COPY OF A SOLICITATION. ALL RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR THE FUTURE ACQUISITION. 2. Cannon AFB (CAFB), NM is requesting a expression of interest from prospective entities (developers, contractors, teams, consortiums, joint ventures, etc.) capable of developing, designing, owning and operating a solar energy generation project at Cannon AFB, New Mexico. Cannon AFB is seeking information regarding potential construction and operation of a solar project in terms of an operating agreement that parties would require in order for parties to fully analyze and make proposals for the opportunity, as well as questions and concerns market participants might have. Please see the list of questions below. Cannon Air Force Base will consider other approaches to this business opportunity and respondents are encouraged to submit alternative business models to improve the return to Cannon AFB. Please submit any questions or additional information you would like included in a solicitation, should this project proceed. 3. Background: Cannon AFB is considering the merits of leasing parking lots for a 2 megawatt (MW) covered parking solar project on the installation. Covered parking structures do not exist and would need to be constructed per Cannon AFB design standards. The system will include the appropriate disconnects and grid tied inverters to change the DC electricity produced by the system into usable AC current. There system must be a metered to determine the amount of energy produced. It is anticipated a lease would be accomplished under authority of 10 USC § 2667, authorizing the Secretary of the Air Force to out-lease non-excess real property. 4. Expression of Interest Desired: Cannon AFB anticipates a public-private partnership that in exchange for a long-term lease of federally owned land for the solar energy generation project, would receive cash or in-kind consideration equal to, or greater than, the fair market value of the asset. Cannon AFB expects all expressions of interest to be commercially funded and financially viable ventures with associated commercial risk. The maximum contract terms must not exceed 25 years 42 USC § 8287 Authority to enter in to contracts. 5. Please include in your response to this Request for Information, detailed answers to the following requirements: a. Scenario or scenarios that would most interest your entity under a public/private partnership, and how the scenario(s) might be envisioned to operate in terms of finance, security, size of the project, and area needed. b. Description of the solar energy generation project envisioned including designer, provider, source, plant life-cycle, and output. c. Describe, as clearly and concisely as possible, the issues, concerns, and challenges facing your entity as you see it, in bringing a solar energy project into fruition. d. Identify that which you believe you need in the way of commitments, guarantees, etc., or require from the Air Force to own and operate a solar energy generation project at Cannon AFB. e. Listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project; f. Documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project. 6. All interested parties are invited to provide the following information for your company/institution and for any teaming or joint venture partners, provide examples of past experience on projects from Department of Defense, State and Local agencies that are similar in scope. Provide description, dollar value and government activity (i.e., West Point, City of New York, etc.): A. Company/Institute Name and CAGE code. B. Mailing Address. C. Point of Contact (to include phone/fax and e-mail). D. Web site, if applicable. E. State if your company is registered under NAICS or not. F. State whether your company is small, small disadvantaged, woman-owned small, HUB-Zone, 8(a) certified business concern, service disabled veteran owned, or etc. G. State the size of your company in terms of personnel. H. Degree of experience. I. Briefly describe how your company can satisfy the requirements described above, and your associated technical capabilities in 5 pages (one-sided, 12 pitch, Times New Roman) or less. 7. All responses received will be considered. Under this Request for Information or under future issuance, Cannon AFB may terminate or continue to pursue this effort. Under 10 USC § 2667, Cannon AFB will use competition to pursue any lease, agreements, etc., that may be issued in pursuit of Cannon AFB and Air Force asset management and energy goals. Cannon AFB may use consultants to assist with review of responses received. All responses received may be held for an extended period of time or destroyed. In no case will any responses be returned to the originator. All information desired or required to be handled as proprietary or as confidential business information should be clearly and appropriately marked. Proprietary information will be safeguarded in accordance with applicable Government regulations. 8. Responses are due no later than 1200 MT, Wednesday, 7 July 2010, this is 15 days beginning 23 June 2010 and shall be electronically submitted to all of the following: Contract Specialist Kenneth D.
