Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. DTRT57-10-Q-80115 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5 and FAR Part 12. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-44. The NAICS Code is 541990 and the Small Business size standard is $23.0M. The Government intends to award a Firm Fixed-Price Purchase Order on a non-competitive basis to Flight Deck Solutions, Ltd., New Market, Ontario, Canada, to provide an upgrade to Configurable Air Transport Simulator, in accordance with the Statement of Work (SOW). Statement of Work (SOW) - (Begin) BACKGROUND Construction on the Volpe Center's fixed based research CATS started in 1999. The last major modifications were completed in 2004. The simulator is a mix of custom construction (e.g., main panel structure, center console, and throttle quadrant) and low-cost mass-market commercial off-the-shelf (COTS) hardware, software, and shareware. The original CATS was capable of single pilot manual flight. A single forward out-the-window (OTW) view with an overlaid head up display (HUD) was employed. The Boeing 737 was the model for flight deck layout and flight characteristics. This model was chosen to take advantage of the ubiquity of the Boeing 737 model and availability of rated pilots in the local population. Some components of the original CATS, platform, seats, control yoke, and pedestal, can be reused. Acquisition Strategy The Volpe Center Human Factors Laboratory will use the main platform of the original CATS simulator to support new fix based procedure trainer hardware components purchased from Flight Deck Solutions (FDS). The Configurable Air Transport Simulator Version 2 (CATSII) will also be a 737 flight deck. The new simulation, CATS II, will approximate workload for a two-person crew operating a generic Boeing 737 flight model during all normal phases of flight. The performance, sound, and general handling will be consistent with this aircraft model. The simulator will include realistic functional automation and flight management systems. Scope The simulation capability will be configurable, as specified below, to meet anticipated research needs with minimal reconfiguration expense. Within the human factors division at the Volpe Center, near term uses include human in the loop (HITL) investigations of Electronic Flight Bag (EFB), Surface Moving Map (SMM), traffic displays and associated operational procedures, RNAV/RNP chart issues and procedures, and data link/data communications. There may also be an interest in HITL verification of turbulence models, and Forward Looking InfraRed (FLIR) evaluations. Specifications: Hardware and software capable of integrating with COTS flight simulators (X-Plane and MSFS) Main 737NG panel Dimensionally and functionally accurate 737NG panel with: - Realistic backlighting - Primary Flight Display (PFD), Navigation Display (ND), Engine Indication and Crew Alerting System (EICAS) displays Dimensionally and functionally accurate controls including: - Mode Control Panel (MCP) - Dual Electronic Flight Instrument system (EFIS) panels - Dual Flight Management System Control Display Units (FMS/CDU) - Landing gear mechanism and annunciator - Panel annunciators, switches, rotaries - Open interface hardware and software to implement custom indications and controls Boeing Style Throttle quadrant - Functional autothrottle, thrust reversers, flaps, spoilers, trim indications, fuel cutoff levers, Autothrottle disconnect and Takeoff Go around switches. Dimensionally and functionally accurate center pedestal - Dual communication and navigation radio controls - Transponder - Multifunction panel Dimensionally and functionally accurate overhead panel Functional enclosure/nose section - Modular to permit assembly in small 14'x16' room. - Accurate window shape/dimensions - Interior surfaces reproduced. - Functional steering tiller installed Avionics/system hardware integration software - Minimal processor requirements (one or two PC's for required operation) - Functionally accurate displays and control functions - Compatible with all hardware listed above The contractor will provide the above hardware and software tested and functional. The Volpe Center will assemble and integrate the component into the existing (CATS) platform. The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts.
