Description
The AEWS Program Office is submitting this Request for Information (RFI) to seek feedback on the Air Force's warranty requirement for the AN/FPS-117 Long Range Radar Essential Parts Replacement Program (EPRP) from potential sources. The EPRP SOW Paragraph 3.3.7 states: "The contractor shall provide a warranty of all EPRP kits for a period of 24 months commencing with the site acceptance of each individual EPRP installation and spares. The contractor shall submit initial Warranty Performance Report six months after the first installation is completed and shall be submitted semi-annually until the final EPRP warranty is closed. The contractor shall act as a focal point for tracking failed hardware and software for the duration of the warranty period (including receiving failed equipment from the fielded sites and returning them to the equipment manufacturers for repair/replacement). The contractor shall use the associated failure data as part of the contractor's reliability program. The contractor shall analyze failures, present failure data and discuss engineering remedies/actions at TIMs and PMRs. The contractor shall make failure data available to the AEWS program office to include, but not be limited to, the description and part number of parts replaced and serial number tracked by system, subassembly, and LRU serial numbers. The contractor shall document replaced piece parts associated with failed LRUs. During the warranty period, the contractor shall be responsible for depot repair of warranted components. The contractor depot support for EPRP components shall include labor, tools, test equipment, LRUs, parts, software, and any other technical data necessary to maintain the depot until the Government assumes that responsibility." Respondents are requested to describe the feasibility of this requirement to the Air Force when the system design relies heavily on Commercial-Off-The-Shelf (COTS) components and Non-Development Items (NDI). The Government is interested in what impact this warranty program could have on potential cost, schedule, and performance for the EPRP program. Please respond to the following: 1. What is the most economical approach to provide a warranty for the EPRP components: Installs, Beacon, Maintenance Control Systems (MCS), Software, and Spares? 2. Is it feasible to have the cost of the warranty included in the proposed price of each component and not be separately priced? 3. Given all the different components and different sites, how will the warranty work? Will the warranty apply to each site install in total or will the warranty be applied to individual components? Is it feasible to have the warranty apply to each geographic location overall (i.e. Alaska, Canada, Hawaii, etc) to begin after the last acceptance in each geographic location? Respondents are requested to submit their feedback to the primary point of contact listed below by 28 July 2010.
