Description
RFQ: NB8470001016305BS Title: Rock Fiber Laser Module ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with N. P. Photonics, Inc. of Tucson, AZ, for one rock fiber laser module. ***The sole source determination is based on the National Institute of Standards and Technology's (NIST) requirement for a narrow linewidth Erbium-doped fiber laser for testing and characterization of microresonator-based optical frequency combs. To resolve the narrow resonances of high-Q microresonators the laser must have a linewidth less than 5 kHz. The laser wavelength should be close to 1560.46 nm for stabilization to Rb optical transitions, and tune by at least 30 GHz. For robust stabilization, the laser frequency must have a modulation bandwidth of at least 30 kHz. To observe nonlinear optical effects in the microresonator, such as parametric oscillation, the laser should provide at least 60 mW of power. NIST market research has found that the published specifications for fiber lasers available from other vendors indicate that they meet the requirements. However, NIST testing of similar lasers available from the vendors has determined that the lasers are not suitable for the application. Specifically, some of the lasers tested have difficulty in meeting all of the specifications simultaneously, particularly frequency tuning and power specifications, or have identified undesirable noise that makes the laser unsuitable for the NIST applications. Delivery date shall be 60 days ARO. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
