Description
The Aviation Applied Technology Directorate (AATD), U.S. Army Research, Development and Engineering Command is soliciting for a domestic source for an effort entitled New High Temperature Alternate Source Structural Foam Fabrication / Certification for Department of Defense Aerospace Applications. This action will be procured in accordance with 42 U.S.C. 5150 as implemented by FAR Subpart 6.2Full and Open Competition After Exclusion of Sources; 6.202, Establishing or Maintaining Alternative Sources. The issuance of this solicitation is a result of Section 8121 of the FY 2010 Defense Appropriations Act, which effectively prohibits the use of Congressional funds without full and open competition for the placement of a new task order on an existing Indefinite Quantity/Indefinite Delivery contract in order to continue the development of a domestic source for this material. All responsible domestic sources will be considered with full and open competition as defined by FAR Subpart 2.202. In this unique situation, twenty one days will be allowed for alternative vendor proposal responsive to the technical description below. Any potential domestic sources proposal will be evaluated for technical merit, schedule and cost. In the evaluation, the Government will take into account the duplication in already incurred costs, the ongoing efforts technical development/progress, manufacturing capabilities, and certifications to date of polyethersulphone foam and the time delay in restarting with a possible new domestic source. Previous Government Market surveys indicate there is likely no other competitive solutions to the effort currently underway; other firms propose at their own risk. This is the complete solicitation. This effort seeks to certify and establish for the Department of Defense aerospace applications of a domestic source for low density polyethersulphone PES high performance, high temperature foam core material, used in defense and aerospace structural core applications. This will include but is not limited to; process development, prototyping, depot insertion, production scale-up, acquisition of qualification data for aerospace market penetration, purchase of multiple densities and quantities of foam, and qualification in various aircraft. This program will provide availability of domestic structural foam products to offer the aerospace and defense industries cost and quality competitive alternatives. The previous task order produced, tested, and characterized the structural and manufacturing variability of four different densities of PES structural foam core. Quantities of foam were produced for physical and mechanical property testing to establish a statistically confident basis to ensure that the product produced was of consistent quality. The information gained from that work will be leveraged in support of this Task Order which will include production scale-up, prototyping, and material qualification in the aerospace market. Work in the new Task Order, if awarded to the incumbent, will depend on the B-basis allowables developed in previous efforts with the existing source. As the objective of this effort is to establish or maintain a domestic/alternate source for defense and aerospace structural core applications to increase competition and to reduce overall acquisition costs, we are excluding all foreign sources, specifically Evonik Industries of Germany and Alcan Composites of Switzerland from this contract action. The North American Industry Classification System (NAICS) is 541712 and the size standard is 500.
