- The Federal Bureau of Prisons (BOP) is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services (including transportation) in Waterbury, Connecticut. Services are for male and female Federal offenders (inmates) held under the authority of various United States Statutes. Federal Regulations 18 U.S.C., § 3621(e), The Violent Crime Control and Law Enforcement Act, and 550.56 Community Transitional Drug Abuse Treatment Program (TDAT) mandates the BOP to provide these services. In addition, the BOP provides treatment for mentally ill inmates while they reside in a Residential Reentry Center (RRC) and/or home confinement to ensure a continuity of care. The contractor's location where services are to be provided should be located in the city limits of Waterbury, CT. This requirement will ensure inmates are not subjected to walking long distances in adverse weather conditions. CT Transit is the public transportation system that services Waterbury, CT, and has multiple stops. CT Transit operates buses until 6:00pm, Monday through Friday, at the current rate of $3.25 for a one-day local pass. Any transportation required after 6:00pm may be provided via local taxi service. The current average one-way taxi fare in Waterbury, CT, is $8.00. The services required for this contract include one (1) base year and four (4) option years. Base Year (01/01/2011 - 09/30/2011): Estimated number of inmates 34: Intake Assessments (2011) - (one (1) per inmate) for 34 inmates = 34 assessments; Individual Counseling (2010) - (30 minutes = one (1) session), 24 sessions per 34 inmates = 816 sessions; Group Counseling (2020) - (30 minutes = one (1) session) 72 sessions per 34 inmates = 2,448 sessions; Psychiatric Evaluation and Report (5030) - (one (1) per inmate) for three (3) inmates = three (3) each; Mental Health Individual Counseling (6010) - (30 minutes = one (1) session), 24 sessions per four (4) inmates = 96 sessions; Mental Health Group Counseling (6020) - (30 minutes = one (1) session) 12 sessions per four (4) inmates = 48 sessions; Mental Health Intake Assessment and Report (5011) - (one (1) assessment and one (1) report per inmate) x one (1) inmate = one (1) each; Medication Monitoring (6051) - (one (1) visit includes any and all medication administered by the provider during a 24 hour period or clinical visit), two (2) each per four (4) inmates = eight (8) each; Transportation - To and from treatment center and RRC/home confinement - 64 per inmate x 34 inmates = 2,176 each. Option Year One (1) (10/01/2011 - 09/30/2012): Estimated number of inmates 36: Intake Assessments (2011) - (one (1) per inmate) for 36 inmates = 36 assessments; Individual Counseling (2010) - (30 minutes = one (1) session), 24 sessions per 36 inmates = 864 sessions; Group Counseling (2020) - (30 minutes = one (1) session) 72 sessions per 36 inmates = 2,592 sessions; Psychiatric Evaluation and Report (5030) - (one (1) per inmate) for four (4) inmates = four (4) each; Mental Health Individual Counseling (6010) - (30 minutes = one (1) session), 24 sessions per five (5) inmates = 120 sessions; Mental Health Group Counseling (6020) - (30 minutes = one (1) session) 12 sessions per five (5) inmates = 60 sessions; Mental Health Intake Assessment and Report (5011) - (one (1) assessment and one (1) report per inmate) x one (1) inmate = one (1) each; Medication Monitoring (6051) - (one (1) visit includes any and all medication administered by the provider during a 24 hour period or clinical visit), two (2) each per five (5) inmates = 10 each; Transportation - To and from treatment center and RRC/home confinement - 64 per inmate x 36 inmates = 2,304 each. Option Year Three (3) (10/01/2013 - 09/30/2014): Estimated number of inmates 40: Intake Assessments (2011) - (one (1) per inmate) for 40 inmates = 40 assessments; Individual Counseling (2010) - (30 minutes = one (1) session), 24 sessions per 40 inmates = 960 sessions; Group Counseling (2020) - (30 minutes = one (1) session) 72 sessions per 40 inmates = 2,880 sessions; Psychiatric Evaluation and Report (5030) - (one (1) per inmate) for six (6) inmates = six (6) each; Mental Health Individual Counseling (6010) - (30 minutes = one (1) session), 24 sessions per seven (7) inmates = 168 sessions; Mental Health Group Counseling (6020) - (30 minutes = one (1) session) 12 sessions per seven (7) inmates = 84 sessions; Mental Health Intake Assessment and Report (5011) - (one (1) assessment and one (1) report per inmate) x one (1) inmate = one (1) each; Medication Monitoring (6051) - (one (1) visit includes any and all medication administered by the provider during a 24 hour period or clinical visit), two (2) each per seven (7) inmates = 14 each; Transportation - To and from treatment center and RRC/home confinement - 64 per inmate x 40 inmates = 2,560 each. Option Year Four (4) (10/01/2014 - 09/30/2015): Estimated number of inmates 42: Intake Assessments (2011) - (one (1) per inmate) for 42 inmates = 42 assessments; Individual Counseling (2010) - (30 minutes = one (1) session), 24 sessions per 42 inmates = 1,008 sessions; Group Counseling (2020) - (30 minutes = one (1) session) 72 sessions per 42 inmates = 3,024 sessions; Psychiatric Evaluation and Report (5030) - (one (1) per inmate) for seven (7) inmates = seven (7) each; Mental Health Individual Counseling (6010) - (30 minutes = one (1) session), 24 sessions per eight (8) inmates = 192 sessions; Mental Health Group Counseling (6020) - (30 minutes = one (1) session) 12 sessions per eight (8) inmates = 96 sessions; Mental Health Intake Assessment and Report (5011) - (one (1) assessment and one (1) report per inmate) x one (1) inmate = one (1) each; Medication Monitoring (6051) - (one (1) visit includes any and all medication administered by the provider during a 24 hour period or clinical visit), two (2) each per eight (8) inmates = 16 each; Transportation - To and from treatment center and RRC/home confinement - 64 per inmate x 42 inmates = 2,688 each. Note: Subcontracting of the Mental Health services listed above is authorized. The anticipated period of performance is January 01, 2011 to September 30, 2015, if all option years are exercised. The contractor's philosophy and techniques must be based on cognitive behavioral therapy. Documented experience of working with an inmate population and the understanding of the criminal justice system is also required. The contractor will ensure all personnel providing direct clinical services to BOP inmates are appropriately licensed / certified by the State of Connecticut to provide the services listed above. All contractors and subcontractors must have the appropriate business/treatment/facility licenses applicable for the State in which services will be provided. Contractors who administratively manage subcontractors from a State outside of the State where services are provided must ensure they have all appropriate licenses for the State in which they are located as well as the State in which services are conducted. The services shall be in accordance with the BOP's most recent TDAT Statement of Work. The request for quotation will be available on or after July 29, 2010, and will be distributed solely through the General Services Administration Federal Business Opportunities web site https://www.fbo.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date will be on or about August 19, 2010. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract. All responsible businesses may submit a quote which will be considered by this agency.
