- French Immersion Course: Parameters and Curriculum Outline This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ-PC-10-RG-006 and is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-26. Additional requirements may be added by Amendment. All responsible sources may submit a proposal, which shall be considered. All questions regarding this RFQ must be submitted via email to rgray@peacecorps.gov by 12:00PM EST on July 30, 2010. Quotes are due by 12:00PM EST on Friday, August 6, 2010 and shall be emailed to rgray@peacecorps.gov or faxed to (202) 692-1590, ATTN: Rob Gray. Only email or fax quotes will be accepted. Late quotes may not be accepted, based upon the discretion of the Contracting Officer. The Peace Corps requires a quote for the following items: STATEMENT OF WORK CURRICULUM DESIGNER FOR BEGINNER FRENCH IMMERSION COURSE Peace Corps is interested in procuring the services of a Language Curriculum Designer to: •1) Work together with a team of Peace Corps trainers develop a four- week (176 hour/ 14 unit) curriculum in French immersion designed for American trainees with no French language skills to achieve at least a Novice High rating on the ACTFL Guidelines for Speaking ; •2) Develop a set of session plans for each of the 14 units to assist West Africa's Language and Cultural Facilitators (LCFs) with the course implementation. •3) Develop a five-day Training of Trainers curriculum outline for language trainers to conduct this immersion course in French. The level of effort in weeks estimated to complete all of these tasks mentioned above is outlined below: •1) Review of existing French curriculum materials used in three countries (Senegal, Burkina Faso, and Togo) - estimated 1.5 weeks level of effort •2) Together with a small group of Training Managers and Language Coordinators develop a 4-week intensive French curriculum using a total immersion methodology. The contractor will coordinate work via distance with the team of West Africa Training Managers and Language Coordinators. The course parameters and a detailed curriculum outline are provided. Existing French materials will be provided. In addition to the curriculum, develop lesson plans and materials for each unit of the course - estimated 7 weeks level of effort •3) Develop an outline for a five-day training of trainers (ToT) for the French Immersion Course trainers- estimated o.5 weeks of level of effort Total estimated level of effort - 9 weeks Expected course products: •1. A learner workbook including 13 - 14 content units as defined in the curriculum outline. A unit will include presentation dialogs/texts and practice and application exercises. •2. A collection of lesson plans to follow each unit •3. A set of scripts for digital listening materials related to the units, such as labeling which presentation dialogs in the learner workbook could be audio recorded (note: the actual recording will be done by post staff) Expected Training of Trainer products: •1. An outline of the TOT agenda Timeline of performance: Start date: August 16, 2010 - January 31, 2011 The job is scheduled for 9 weeks level of effort. However, it can be distributed throughout the five + months period (August 16, 2010 - January 31, 2011) Qualifications: •· Degree or certification in foreign language teaching or curriculum development or comparable •· Experience in course development and language curriculum design •· Experience in total immersion course methodology •· Experience working with cross-cultural teams •· French fluency •· Experience with Peace Corps training preferred but not required Expectations: The Contractor will be supervised and report to the Language Testing Specialist. The draft course with at least the 5 first units is expected for review by September 30th. The first 10 session plan drafts are expected for review on December 1 st. The final products will be delivered by January 31st, 2011. Attachments: Peace Corps French immersion course concept description and tentative outline with learning objectives Offerors must either provide their resume and qualifications or affirmatively state that they possesses no relevant directly related or similar past performance. In evaluating past performance, the Government may contact some of the references provided by the offeror and/or other sources of information. The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price Technically acceptable Past performance Technical and past performance, when combined, are equal to price. The following clauses apply to this solicitation and the resultant contract. The selected Offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Items. FAR clause 52-212-4, Contract Terms and Conditions-Commercial, is hereby incorporated by reference. The following FAR clauses in paragraph (b) or FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, will apply: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-50, 52.225-3, 52.225-13, and 52.232-33.
