Description
NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Bose Corporation, 10250 Valley View Rd., Eden Prairie, MN 55344. The sole source determination is based on the National Institute of Standards and Technology's (NIST) requirement for a high precision, high speed linear actuator controller to accompany the mechanical testing software, and software upgrade. Market research indicates Bose is the only contractor that has proven environmental conditions with and appropriate size actuator (22 N force capacity, +- 2.5 mm total displacement, 1 um displacement resolution, mass < 2.2 kg), can supply an actuator that will meet the required geometrical specifications (the mounting surface, mounting bolt pattern, distance to from the mounting surface to actuator axis and its relative position, and the overall dimensions of the actuator) and is the only actuator that uses the same user interface and control scheme (proprietary controller) to allow for interchangeable use of the two bioreactors, all of which are NIST's requirements. Delivery shall be 45 days ARO. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide a supply that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
