- AMENDMENT NO. 1 JULY 22, 2010 1. ALL SUBMISSIONS are to be in electronic.pdf format (ZIPPED) and emailed to: Jean.Khoshbin@nih.gov Aron.Crawford@nih.gov 2. "Hard" copies are not required, or needed. 3. Part 1 of the SF330 is NOT to submitted at this time. When we identify a specific project we will THEN request project specific information. 4. Part II of the SF330. Submit the Part II for each firm on the team, and for each Consultant/sub. Identify which Part II is from the PRIMARY, and mark as such. Mark the others as NON-PRIMARY. 5. Clarification: Organization/Format. Team qualifications under and for each facility type will be the subject matter of each individual tab. Concievably each tab may highlight a particular member, or group on the team. 6. You may not want to submit as a part of a team. Team groupings at this time are subject to change. You won't be bound to a particular teamming arrangement. However, if you the Prime submit another firms SF330 Part II there is the expectation that you have or will be working with this other company. Final teams will be binding when Part I is submitted (if requested by the Agency). 7. The Classification Code is changed from Y--Construction of structrues and facilities to C -- Architect and engineering services. 8. ONLY SMALL BUSINESSES SHALL APPLY. The Agency intends to award IDIQ AE (multiple award) contracts for Unrestricted, and for small business(set aside) this FY, or early FY2011. End of Amendment No. 1 ------------------------------------------------------------------------------------- THIS IS NOT A REQUEST FOR PROPOSAL AND DOES NOT OBLIGATE THE GOVERNMENT TO ANY CONTRACT AWARD. ANNUAL SUBMISSION OF SF 330 DATA from QUALIFIED ARCHITECT - ENGINEER SMALL BUSINESS PARTICIPANTS The Office of Research Facilities, National Institutes of Health (HHS-NIH-ORF) intends to collect data per FAR 36.603 from small businesses to be used in the FAR 36.602-5 short selection process for facility design and engineering (A-E) contracts not to exceed the simplified acquisition threshold (currently $100,000) for multiple anticipated requirements throughout the 2010 & 2011 Fiscal Years. Qualification statements exceeding 36 months old will be purged from the NIH files. Small businesses interested in being considered for future requirements are encouraged to submit annual updated qualification statements. The NIH will refer to the qualification data on file when the FAR 36.602-5 short selection process is to be used for acquisition of a requirement not exceeding the simplified threshold. The required services will support various construction, modification, repair, and improvement of buildings and infrastructure projects within the following locations: NIH Main Campus, Bethesda, MD; NIH Animal Center, Poolesville, MD; various rental facilities, Bethesda and Rockville, MD; and other campuses and leased facilities located throughout the United States. Firms qualified under North American Industry Classification Codes (NAICS) 541310 Architectural Services and 541330 Engineering Services, and who meet the Small Business Size Standard which is $4.5 million, are strongly encouraged to submit the required data in the format given below. THIS ACTION REFLECTS THE INTENT OF THE OFFICE OF RESEARCH FACIILITIES TO STREAMLINE THE ACQUISITION OF A-E REQUIREMENTS UNDER $100,000; however, it is not our intent to necessarily "set-aside" all requirements under $100,000 for small A-E firms. TYPICAL SCOPE OF WORK AND PROJECT DECRIPTIONS Orders will be competed pursuant to procedures established by Public Law 92-582 (Brooks Act) as implemented by FAR Part 36.6, for A-E design and other A-E services for various construction, renovation, and repair of buildings and infrastructure projects to include, but not limited to: 1. Biomedical Research Laboratory Facilities, 2. Animal Care Facilities, 3. Health Care Facilities, 4. Office / Public Space Facilities, 5. Mechanical/Electrical/Plumbing / Special Utilities / Central Utilities Plant Facilities. The A-E shall provide professional services for all architectural and engineering disciplines and incidental services; material and labor necessary to perform services and provide deliverables as specified by the order. A-E services and deliverables may include, but are not limited to, the following: 1) Design Submittals and Deliverables As specified by the individual order, the A-E shall provide design services and submittals at various submittal stages. Stages will be as required by the individual order and may include, but are not limited to: Program of Requirements, Special Studies, Schematic Design, Design Development, Construction Documents (70%), Construction Documents (95%), and Construction Documents (100%). 2) Post-Design Services As specified by the individual order, the A-E shall provide post-design activities including, but not limited to: Construction Inspection, Progress Meetings, Requests for Information, Construction Submittal Reviews, Change Orders, Punch List, Reimbursing Government Construction Contractor for Items Purchased and Stored, and Closeout. 3) Construction Quality Management Services As specified by the individual order, the A-E shall provide construction quality management services during any or all of the following project phases: general requirements, design phase, bidding phase, construction phase, occupancy phase, and post construction phase. Construction quality management services will be as required by the individual order may include, but are not limited to: Management Planning, Project Scheduling, Project Budgeting, Project Management Information System Administration, Quality Assuarance Planning, Design Phase Reviews, Value Engineering, Design Phase Cost Control and Reporting, Construction Phase Inspections, Construction Phase Submittal and Change Administration, Construction Phase Cost Control and Reporting, and Claims Service. 4) Commissioning Services As specified by the individual order, the A-E shall provide commissioning service includeing, but not limited to: Design Phase Reviews; Development of Commissioning Plan; Construction Phase Inspection; Equipment Start-up, Testing, and Troubleshooting; O&M Preparation; Training; and Construction Closeout Documentation Administration. Project Location: Projects will be located at the NIH Main Campus, Bethesda, MD; NIH Animal Center, Poolesville, MD; various rental facilities, Bethesda and Rockville, MD; and other campuses and leased facilities located throughout the United States; however, it is anticipated that the majority of orders/projects will be located on the NIH Main Campus, Bethesda, MD followed by the surrounding area. Security Requirements: A limited number of orders may require contractor personnel with increased security clearances and physical and electronic document control. Individual orders will specify required security clearances, if applicable; however, typical security clearance level required, if required, is Trust Level 5b or higher (DOD Secret and DOD Top Secret are higher; DOE L and DOE Q are higher). Detailed Facility Descriptions: 1. Biomedical Research Laboratory Facilities include, but are not limited to, general, Biosafety Level 2, Biosafety Level 3, and Biosafety Level 4 biomedical and animal research laboratories and laboratory support spaces. Work will include general and specialized laboratory and support design. Projects may require knowledge of and experience with current Good Manufacturing Practices or Good Laboratory Practices as defined by the Food and Drug Administration. A-E services shall be performed in accordance with the latest published "AIA Guidelines for Planning and Design of Biomedical Research Laboratory Facilities" and "NIH Design Requirements Manual". Special attention is required for projects within the Clinical Center Complex on the Bethesda Campus which will require particular attention to design details, close coordination with users and building managers, Joint Commission compliance, and the assessment of current and proposed utility systems. 2. Animal Care Facilities include, but are not limited to, facilities for housing, care, and use of animals in experimental testing, research, and training as related to biomedical research. Animals used at NIH for research include, but are not limited to, mammals of all sizes, including primates; and aquatic animals. A-E services shall be performed in accordance with the latest published "Guide for the Care and Use of Laboratory Animals" published by National Research Council and "NIH Design Requirements Manual". Special attention is required for projects within the Clinical Center Complex on the Bethesda Campus which will require particular attention to design details, close coordination with users and building managers, Joint Commission compliance, and the assessment of current and proposed utility systems. 3. Health Care Facilities include, but are not limited to, patient care units; outpatient clinics; intensive care units; surgical suites with catheterization laboratory; radiology, nuclear medicine, and MRI suites; pharmacy; rehabilitation; transfusion medicine; cyclotron; radiation oncology; pediatrics; and hospital support services. Projects may require knowledge of and experience with current Good Manufacturing Practices, for both clinical and research, as defined by the Food and Drug Administration. A-E services shall be performed in accordance with the latest published "AIA Guidelines for the Planning and Design of Hospitals and Healthcare Facilities". Special attention is required for projects within the Clinical Center Complex on the Bethesda Campus which will require particular attention to design details, functional planning, close coordination with users and building managers, Joint Commission compliance, and the assessment of current and proposed utility systems. The Clinical Center Complex contains all the clinical programs that are situated on the Bethesda Campus. 4. Office / Public Space Facilities include, but are not limited to, offices, conference facilities (including the Natcher Conference Center), libraries (including the National Library of Medicine), child daycare centers, residences, lodging, commercial shops and food service, wellness centers/gyms and exterior recreational facilities, facilities for ancillary services such as fire and police, parking structures, and exterior improvements such as roadways, sidewalks, and landscaping. Special attention is required for projects within the Clinical Center Complex on the Bethesda Campus which will require particular attention to design details, close coordination with users and building managers, Joint Commission compliance, and the assessment of current and proposed utility systems. 5. Mechanical/Electrical/Plumbing / Special Utilities / Central Utilities Plant Facilities include, but are not limited to, utilities including electrical, steam/condensate, high temperature hot water, chilled water, potable water, compressed air, natural gas, fuel oil, storm water, and sanitary sewer distribution systems including trenches and tunnels; production facilities including steam/condensate, high temperature hot water, chilled water, waste water treatment, and electrical and satellite substations; and MEP for facilities including administration and office facilities, libraries, animal care facilities, research laboratories, healthcare facilties, firehouses, daycares, residences, lodging, parking structures, landscaping and irrigation systems, security facilities (fencing, booths, and barriers), computer and data processing facilities, vehicle inspection facilities, and warehouses. Special attention is required for projects within the Clinical Center Complex on the Bethesda Campus which will require particular attention to design details, close coordination with users and building managers, Joint Commission compliance, and the assessment of current and proposed utility systems. SUBMISSION FORMAT A-E firms which meet the requirements described in this announcement are invited to submit three copies of the following items: (1) an up to date Standard Form 330 "Architect-Engineer Qualifications", Part II "General Qualifications"; (2) supplemental data demonstrating the firm's specialized experience, professional capabilities, and capacity as they relate to the scope of work (by facility type as described above) and to be included in the submittal tabbed as indicated below; and (3) [Optional] copy of SF 330, Part II, Item 9 Employees by Discipline with additional indication of number of available personnel with current Trust Level 5b or higher security clearance and to be included in the submittal tabbed as indicated below (DOD Secret and DOD Top Secret are higher; DOE L and DOE Q are higher). Firms may opt to not respond to the full "Typical Scope of Work and Project Descriptions" in their submitted qualifications; however, firms will be classified as to location, specialized experience, professional capabilities, and capacity based on the qualifications submitted as per FAR 36.603(c), and individual project scopes will be evaluated against these classifications and qualification statements in the short selection process. The "Typical Scope of Work and Project Descriptions" are provided as an all encompassing view of potential need of A-E services by the NIH-ORF. Each of the three copies of your submission shall include both the SF330 data, the supplemental data, and, if included, the optional data.
