- RECOVERY - This procurement is being funded via the American Recovery and Reinvention Act of 2009 (ARRA). The Bureau of Reclamation, PN Dive Team has a requirement for an underwater helmet-mounted video camera system that is compatible with existing equipment.Reclamation seeks to contract on a sole source basis with Kirby Morgan Dive Systems, 1430 Jason Way, Santa Maria, CA 93455. The authority for use of other than full and open competition for this transaction is implemented by FAR 6.302(2)(1). The camera- mounted diving helmet and air-control system are identical to the other gear that the PN Region Dive Team uses. Procurement of a different brand of gear from a different manufacturer would necessitate the replacement of all existing Dive Team gear to ensure compatibility and require additional training costs in order to accomplish the same objectives. In addition to gear compatibility, gear uniformity is critical for diver safety in the conditions that the Dive Team is required to work in. Specifically, divers often dive in zero visibility conditions requiring an intimate knowledge of their dive partner's gear configuration should an emergency arise. Mixing gear among team members is unacceptable; and in some situations, could prove deadly. The Government believes that only one responsible source can provide the equipment listed above that will satisfy the agency's need. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Please be advised that the Awardee will be subject to Section 1512(c) of the Recovery Act, which requires that each contractor report on its Recovery Act funds under the awarded contract.
