Answer: Q22.If the Contractor will be responsible for maintaining and repairing the GFP vehicle at contract start, who will make the final determination of unserviceable for this asset? Answer: Q21.Can the Govt provide information on the GFP vehicle that will be in place at contract start? (Year, make, model, mileage, condition of tires, number of miles on tires) Answer: Q20.Is the Contractors replacement vehicle required to meet the requirements of AFI 13-213, Chapter 3, Section 3.6? Answer: Q19.Reference: Attachment 4. Emergency Response Vehicle(s) and PWS Sect. 1.3.4.3. Runway Surface Condition (RSC) and Runway Condition Reading (RCR). If contractor furnished/provided, who is responsible for the installation, maintenance, repair and/or calibration of this equipment? If Govt. furnished/provided and IAW Attach 4, will this equipment be eliminated if the GFP vehicle asset is turned in to DRMS? Alternatively, will this equipment be transferred to the contractor-furnished/provided vehicle? If so, who will be responsible for the installation? Answer: Q18.Reference: Attachment 4. Emergency Response Vehicle(s) and PWS Sect. 1.3.4.3. Runway Surface Condition (RSC) and Runway Condition Reading (RCR). Who provides the equipment (fixed and/or portable) to perform the RCRs? If Govt. furnished/provided, this equipment does not appear to be on the equipment inventory list (Attach 4). Answer: Current vehicle has installed: Cap for the bed of the truck, Emergency light bar, Spot lights, Speaker for external siren, Land Mobile Radio base stations, UHF radio, VHF radio, two hand- held radios with charger, measuring wheel, fire bottle, and RCR Equipment used to conduct Runway readings (installed FY10). Slider storage unit in the bed of the truck holds shovels and other equipment to perform duties on the airfield. Attachment 4 (GFP/GFE) will be updated. Q17.Reference: AFI 13-213, Section 3.6.1.2. radio requirements. Is this radio listed on the GFE of Attach 4? If not, will it be Govt. furnished/provided? Answer: Radios will be Government furnished. Attachment 4 (GFP/GFE) will be updated. Q16. Are the incumbent contractor employees able to provide a resume and/or letter of intent to all Offerors? Answer: The Government believes evaluation of resumes is necessary in the determination of qualified Offerors and this requirement will not be removed from the proposal. If an employee has signed a non-compete agreement with the incumbent contractor, which is a legal issue between them and their employer. If an employee has not signed a non-compete agreement, employees should be able to do whatever is necessary for their continued employment on their own time. Q15.Reference: Attachment 4. How will the equipment under this Attachment be provided to the contractor upon contract start? Will it be in 100% operational condition or subject to any special conditions, e.g., as-is? Who is responsible for the maintenance, repair and replacement of this GFP/GFE (excluding any vehicle)? Answer: Government Furnished Property/Government Furnished Equipment (excluding vehicles) provided for use on this contract will be maintained, repaired and/or replaced by the Government. Q14.ITEM: 0001AB requires pricing of 131 hours for Airfield Operations Overtime. Para1.3.1.2. of the PWS states In accordance with Air Force Instruction (AFI) 13-213, para 2.7.1., a minimum of two (2) flight service section personnel shall be on duty during Airfield Management Operations operating hours. Based on the above pricing requirement of 131 overtime hours and the requirement to have a minimum of two (2) personnel on duty during operating hours, are we expected to cost 131 hours per person for a total of 262 hours or divide the hours among the two and cost 65.5 hours per person? Answer: The estimate of 131 hours overtime is for two contractor employees. Q13.Reference PWS Section 1.3.1.2. In accordance with Air Force Instruction (AFI) 13-213, para 2.7.1., a minimum of two (2) flight service section personnel shall be on duty during Airfield Management Operations operating hours. The Governments preference is to have two fully qualified personnel on duty, however one fully qualified and one trainee will be acceptable (with an approved waiver). Please clarify the Governments preference to have two fully qualified personnel on duty, however one fully qualified and one trainee will be acceptable (with an approved waiver). AFI 13-213 Section 2.7.5. indicates that ESL and shift staffing waivers do not apply to contract locations. Will the Govt. grant a waiver to allow the second person on a shift to be a trainee or must there be two fully qualified personnel on duty at all times during operating hours? Answer: The request will be sent to MAJCOM for review and approval. The waiver is usually considered for work during off-peak hours/holidays; also the trainee is close to completing their 5-level requirements. Requirements discussed in Question #4. Q12.We were told that the new Wage Determination with the increased Health & Welfare rate of $3.50 per hour is available. Answer: It will be provided in the amendment. Q11.Are the Contract Manager (CM) and Alternate Contract Manager (ACM) allowed to function as the Flight Service Specialists (FSS) on dayshift, thereby meeting the minimum requirement of AFI 13-213 to have two FSSs on duty at all times? Or must there be two FSSs on duty in addition to the CM and ACM? Answer: The Contract Manager (CM) and Alternate Contract Manager (ACM) are allowed to function as Flight Service Specialists (FSS). Q10.Are the Contract Manager (CM) and Alternate Contract Manager (ACM) allowed to function as Flight Service Specialists (FSS)? Answer: Yes. Q9. Workload Data on page 77, #1 Aircraft Activity Average per Month: Aircraft arrivals/departures: 675 per month. How is the Government calculating arrivals/departures? Is an arriving aircraft assumed to be also departing; therefore counted as 1 or 2 (1 arrival and 1 departure)? Answer: Approximately 338 arrivals and 338 departures; however, an aircraft may depart and not return. Q8.Regarding Government Furnished Property and Equipment (Pg 78) - Is the Vehicle listed in attachment 4 paragraph 1 used for routine airfield check and RCRs or is the contractor required to provide a vehicle? Answer: The Government will initially provide a vehicle. Refer to amendment for additional clarification regarding vehicle requirements. Q7. Para 1.6 Does not state that the contractor is responsible for providing the training but does state that satisfactory performance is still the contractors responsibility. Can you please clarify who conducts training? Answer: In accordance with Para 1.6 the contractor is responsible for providing upgrade/proficiency training. This training ranges from 5-level and 7-level upgrade, local lessons, and recurring training on all items in the Career Field Education Training Plan (CFETP). Q6. Para 1.6 The contractor shall provide equipment, shop facilities, and personnel to support military personnel in accomplishing training projects during Unit Training Assembly (UTA). What equipment and shop facilities must the contractor provide and for what type of training? Answer: The equipment and facilities that the Government provides to the contractor shall be made available for training of military personnel. There is no additional equipment or facilities required. Training is for upgrade and proficiency training in accordance with Para 1.6. Q5. Para 1.3.6.3 Flight Information Publications (FLIPs) - How are Flight Information Publications (FLIPs) procured and at whos expense? Answer: FLIPS are Government funded and shipped through supply. Q4.Pg 61 Par 1.3.1 and 1.3.1.4 Qualification requirements outlines in AFI 13-213 Chapter 2 must be met. Chapter 2 references Chapter 1 for civilian contract personnel. Can you please clarify Qualification requirements? Answer: The Contractor is responsible for complying with the requirements of AFI 13-213 Chap. 2 Para 2.3, 2.4 and 2.6 (in accordance with PWS Para 1.3) to include, but not limited to: "Airfield Criteria, Airfield Inspection and Maintenance, Wildlife Hazard Management, Airfield Driving and AM Contingency Operations CBTs. Note: Completion of Airfield Management Contingency CBT is not applicable to DoD Civilians. "USAF ORM Application and Integration Course (Basic Principles of ORM) available to download at AF Safety Center Training Website: http://afsafety.af.mil/orm/training.asp. "Local Qualification Training (AF IMT 797, Job Qualification Standard). (Local lessons) "Civilians selected to fill Airfield Management duty positions should have a minimum of 3 years experience executing airfield management duties outlined in this AFI at a military or civil airport due to the technical knowledge, skills and abilities required to inspect the airfield environment for safety and compliance with established Air Force, Federal Aviation Agency (FAA), International Civil Aviation Organization (ICAO) or North Atlantic Treaty Organization (NATO) airfield planning and design criteria/standards. In addition, civilians selected to fill the AFM, AAFM and AMOM duty positions should have at least 1 year of supervisory and/or management level experience (e.g., planning, organizing and directing airfield activities) in Airfield Management. "Civilians must be able to pass a color-vision test in order to operate a vehicle in the Controlled Movement Area (CMA). "Duty Titles for civilians/contractor: Airfield Management Operations Manager (AMOM), Airfield Management Training Manager (AMTM) and Airfield Management Shift Lead (AMSL). Q3.Notwithstanding the Draft watermark on the SF 1449, is this the final solicitation? Answer: Should the Solicitation document (SF 1449) contain a DRAFT watermark; the DRAFT watermark is for administrative purposes only and will be removed (via amendment) prior to the closing date identified in Block 8 of the solicitation. This does not indicate a Draft Solicitation. Q2.Can you provide the name of the incumbent contractor and the awarded price of the current contract? Answer: Contract W912JB-07-C-4002 awarded to Hallmark Capital Group. Contract originally awarded for $601,074.57. Q1.Is there any chance of this solicitation being reclassified as a Service Disabled Veteran Owned Small Business set aside versus a HUBZone? Or an 8(a) set aside? Answer: We based our decision on the market research we conducted, to include information gathered from a sources sought notice. Our acquisition strategy has already been developed based on that in order to ensure an award is made in a timely manner to meet our customer's needs. We cannot reconsider changing our acquisition strategy at this time.
