Description
RECOVERY - This procurement is being funded via the American Recovery and Reinvention Act of 2009 (ARRA). This notice is for information purposes only. This opportunity is available only to contractor(s) under Federal Supply Schedule 66-618 SIN 66.The Bureau of Reclamation, PN Water Quality Laboratory, Boise ID, has a requirement for a Perkin Elmer Atomic Absorption Spectrometer.Reclamation seeks to contract on a sole source basis with Perkin Elmer Atomic Absorption, 940 Winter Street Waltham, Mass 0245 under GSA Schedule Contract GS24F0028J, SIN 66 Schedule 66-618. The authority for use of other than full and open competition for this transaction is implemented by FAR 8.405-6(a)(2). This particular piece of equipment is the only configuration that meets Reclamation's Water Quality Laboratory needs and procedures. This equipment is compatible with the current spectrometer that is being replaced. The ability of the lab to retain the same manufacture of this equipment allows for the ease of transferability of laboratory processes and procedures as well as utilization of the existing lamps and components purchased from the same manufacturer. Purchase of this equipment will allow for re-use of existing lamps, hydride generations system, and lab procedures established that are specific to this particular manufacturer. Procurement of a multi-element spectrometer from a different manufacturer or supplier would necessitate the purchase of new lamps and a hydride generation system for arsenic and selenium. Additional training costs as well as the costs associated with the development of new equipment process procedures in order to accomplish the same objectives would also be required. The Government believes that only one responsible source can provide the equipment listed above that will satisfy the agency's need. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will be accepted by electronic mail to David Thomsett, dthomsett@.usbr.gov no later than close of business July 26, 2010. Please be advised that the Awardee will be subject to Section 1512(c) of the Recovery Act, which requires that each contractor report on its Recovery Act funds under the awarded contract.
