Description
The Specialty Contracts Core, Naval Facilities Engineering Command, Southwest (NAVFAC SW) located at 1220 Pacific Highway (Code AQ4), San Diego, CA 92132 is conducting market research to determine what sources are available to provide assessment services and technical support for the Navy Mishap Prevention and Hazard Abatement Program (MPHA). The Government contemplates award of a combination Firm Fixed-Price (FFP)/Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year period of performance (one base period and four option years). This contract will be an 8(a) set aside procurement. The NAICS code for this procurement will be 541690, Other Scientific and Technical Consulting Services. The MPHA Program was established by the Chief of Naval Operations to assist Commanders and Commanding Officers to correct unsafe and unhealthy working conditions affecting civilian and military personnel. The Program is tasked with identifying and resolving safety, non-structural electrical, ergonomic, and other workplace environment issues and implement resolution to these issues that comply with current OSHA and Navy guidelines. FFP and IDIQ services include, but are not limited to, conducting site surveys to identify and validate reported issues, developing resolutions compliant with appropriate guidelines, and providing recommendations and support for implementation and integration of the most efficient, effective resolution, based on detailed cost/benefit trade-off analyses. The Performance Work Statement (PWS) includes conducting an initial site survey to identify or verify actual or potential hazards that have been report to NAVFAC SW; providing fall abatement site analyses, ergonomic risk assessment and detailed electrical hazard resolution statements of work; development of a statement of work and a cost estimate for resolution. The Contractor shall assess/analyze each identified hazard, and develop OSHA-compliant alternatives to resolve each hazard and perform detailed cost/benefit trade-offs for each alternative resolution.
