- PAST PERFORMANCE FORM PAST Experience SURVEY FORM STERN SWIVERL SS-1 JADWIN 90 degree Elbow Pipe ELEVATION DRWNG STERN SWIVEL MOD DRWNG JADWIN STERN SWIVEL SOLICITATION Description: The U.S. Army Corps of Engineers, Philadelphia District, Marine Design Center (MDC), intends to initiate a Request for Quote (RFQ) procurement and award a firm fixed price Purchase Order to acquire new Stern Swivel components: a new thirty-two (32) inch I.D. long-life stern swivel assembly and a new thirty-two (32) inch I.D. long-life elbow for the U.S. Army Corps of Engineers, Vicksburg Districts Dustpan Dredge JADWIN. The project includes engineering and design, construction, and delivery of the new components. The USACE Dredge JADWIN is a Dustpan Dredge, 234 feet in length with a 52 foot Beam. She operates in the Mississippi River near Vicksburg, MS. The stern Swivel is the part of the dredge pump discharge pipe that connects the pipeline pontoon system to the dredge and allows it to swivel. The Government intends to procure the major components and incidental services/technical expertise required to replace the existing stern swivel system, and to improve the efficiency of the system. The solicitation will include optional items for spares. The major components to be procured are as follows: Stern swivel, Elbow, Adaptor Flanges All components are to be delivered to Vicksburg, MS. Some optional spares are to be delivered to St. Louis, MO. The acquisition will be solicited using the procurement process prescribed in Parts 12 and 13 of the Federal Acquisition Regulations. The Government intends to award a contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation represents the best value after evaluation in accordance with the factors and subfactors in the solicitation. The Government may make award from initial offers without discussions; therefore the quoters initial offer should contain the quoters best terms from a technical and price standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Quotes will be will be evaluated against the following factors and subfactors to determine acceptability: Factor 1 Technical Capability, Subfactors: Product, Proposed Schedules/Management, and Past Experience; Factor 2 Past Performance, and Factor 3 Small Business Participation and Factor 4 Price.(Evaluation credit will be given for technical solutions exceeding any mandatory minimums.) When combined Technical and Past Performance, are more important than price. However, price will remain a significant factor. Solicitation Number W912BU-10-T-0059 will be available on or about 6 July 2010. Hard copies will not be available and written or fax requests will not be accepted. Contractors may download the solicitation (including any drawings) and any amendments via the FedBizOpps web site, www.fbo.gov, on (or after) the issue date. The official media of distribution for the RFQ is the Web. All amendments to the RFQ will be posted to the FedBizOpps web site. It is the quoters responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Quoters are responsible for printing copies of the RFQ and any amendments. Quotes will be due on 6 August 2010 at 3:00PM Eastern. All contractors are required to be registered in the DOD Central Contract Registry before award as required by DFARS 204.7300.
