General Information: Document Type: Sources Sought Release Date: July 22, 2010 Response Date: July 28, 2010 at 10:00 am, EST via e-mail to Contracting Specialist Contracting Office Address: Food and Drug Administration, Vida Niles Contract Specialist Description: This is a SOURCES SOUGHT NOTICE to determine the availability and capability of small businesses including certified 8(a), Small Disadvantage, HUB Zone one firms; veteran-owned small business, and women-owned small businesses. This information is being sought for information and planning purposes only and shall not be construed as an invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items or services herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this source sought. Any response received will not be used as a proposal. No official solicitation currently exists in connection to this request for information (RFI). If in the future an official solicitation is released, there is no guarantee that sources responding to this RFI will be included on the source list. **NO QUESTIONS WILL BE ENTERTAINED** Background In a separate evaluation of ORA, OPM discovered that the organizations could not specifically identify the necessary skills and competencies required of first line supervisors. The agency has worked with OPM to identify the critical competencies and proficiencies needed to effectively and efficiently perform as a first line supervisor. This training will provide soft skill knowledge and techniques that will address competencies of conflict management, developing others, self management, oral communication and interpersonal skills. Scope of Work The contractor shall develop a program that is a three (3) series of 2 days programs, where participants will be trained on the skills that align with OPM's Federal Government's ECQs and FDA's ORA competencies for supervisory investigators, supervisory chemists and 2nd level managers in ORA. It is the specific intent of this program to have the management of an entire organizational unit attend the training at the same time in order to sustain and reinforce the new behavior and provide an environment that will encourage and cultivate the formation or development of the desired competencies and proficiencies. The three programs in the series will run consecutively with a 1-2 month gap in between the start of each new program. During the intervening time, participants will be returning to their position to practice the techniques covered in the classroom and coaching sessions to assist participants in the post-training developmental activities will be implemented to reinforce the material presented in the classroom and to support the development of the participants (note: studies by the American Society of Training and Development have shown that a training program alone with not develop behavior. To truly develop a change and sustain a new behavior, it must be reinforced with post training coaching, ongoing skill based exercises and periodic review). THIS NOTICE IS FOR PLANNING PURPOSES ONLY, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in this announcement.
