Description
Food Service/Catering for Special Operations Group. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number DJMS-10-R-0239 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. The applicable North American Industry Classification System (NAICS) code is 722310. The small business size standard is $7.0M average annual receipts. The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13. This procurement is 100% set aside for small business concerns. The USMS anticipates award of a firm-fixed-price purchase order. The anticipated award date is on or about August 3, 2010. The requirement consists of the following: CLIN 0001-1050ea. Breakfast Meals, CLIN 0002-1050ea. Lunch Meals, CLIN 0003-1050ea. Dinner Meals, CLIN 0004-1323ea. Breakfast Meals, CLIN 0005-1323ea. Lunch Meals, CLIN 0006-1323ea. Dinner Meals. The following FAR Subpart 12 provisions and clauses: FAR 52.212-1, Instructions to Offerors incorporated by reference. ADDENDUM to FAR 52.212-1, Instruction to Offerors PROPOSAL SUBMISSION REQUIREMENTS: Offers shall submit their offers via email to Malinda Joyner, Contracting Officer, at Malinda.Joyner@usdoj.gov not later than 12:00pm (EST) on July 27, 2010. No information or questions concerning this Request for Quote (RFQ) or requests for clarifications will be provided in response to telephone calls from prospective offerors. Formal communications such as requests for clarification and/or information or questions concerning this RFQ should be in writing and emailed to the following: Malinda Joyner Contracting Officer Malinda Joyner@usdoj.gov Written inquires will be answered in writing via amendment, however, because of the response time, no such inquiries will be considered if received after July 23, 2010 at 12:00pm (EST). Quotes shall be submitted as follows: Part 1 - Price CLIN 0001-1050ea. Breakfast Meals_____________ CLIN 0002-1050ea. Lunch Meals________________ CLIN 0003-1050ea. Dinner Meals_______________ Part 2 - Past Performance Offerors shall submit descriptions of all projects similar in scope, size and complexity performed during the past three years, including references. Sufficient information should be provided to allow the Government to contact the agencies/organizations served and assess the quality of the services provided. Offerors shall provide contractor's name, place of performance, Government contracting activity and current address, Contracting Officer's name, e-mail address and telephone number; Government's technical representative name, e-mail address and telephone number, contract number (in the case of Indefinite Delivery type contracts, GSA contracts and Blanket Purchase Agreements, include Delivery Order Numbers); contract type; award price/cost; final or projected final price/cost; delivery schedule, including dates of start and completion of work; and final, or projected final, delivery schedule, including dates of start and completion of work. Offeror shall provide brief explanation of each contract listed describing the objectives achieved and how the effort is relevant to the requirements of this RFQ. Part 3 - A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, should be included with the offer. 52.212-2 Evaluation-Commercial Items. (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, listed in descending order of importance, shall be used to evaluate offers: Factor 1 - Price Factor 2 - Past Performance Past Performance is less important than price. The Government intends to award based on Lowest Price with Low Risk Past Performance. Factor 1 - Price: Price will be evaluated for reasonableness and completeness. This factor shall be judged on the degree to which the proposed price is reasonable and consistent with the work to be performed; excessively high or low price may be deemed to indicate a lack of understanding of the requirements of the solicitation. Factor 2 - Past Performance: The Government will assess the relative risks associated with an offeror's likelihood of success in performing the requirements as indicated by that offeror's record of past performance. The Government will conduct a performance risk assessment based on the quality, relevancy and the currency of the offeror's past performance. These requirements include compliance of products, services, documents, and related deliverables to specification requirements and standards of good workmanship; maintaining program execution within costs; timeliness of performance for services and product deliverables, including the administrative aspects of performance; the ability to resolve technical problems quickly and effectively; commitment to customer satisfaction and business-like concern for its customers' interests; and overall customer satisfaction. Offerors are cautioned that in conducting the performance risk assessment, the Government may use data provided in the offeror's proposal and data obtained from other sources. Since the Government may not necessarily interview all of the sources provided by the offerors, it is incumbent upon the offerors to explain the relevance of the data provided. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proving low performance risk rests with the offerors. The government will assess the offerors performance risk using the following scale: Low Risk Little doubt exists, based on the Offeror's performance record, that the Offeror can perform the proposed effort. Moderate Risk Some doubt exists, based on the Offeror's performance record, that the Offeror can perform the proposed effort. High Risk Significant doubt exists, based on the Offeror's performance record, that the Offeror can perform the proposed effort. Unknown Risk Little or no relevant performance record identifiable; equates to a neutral rating having no positive or negative evaluation significance. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
